Preamble:
WHEREAS municipalities across the province have been experiencing increasing engineering costs for capital projects in recent years; and
WHEREAS municipalities lack mechanisms or authority to hold engineering firms accountable for their designs and project supervision; and
WHEREAS unlike consumer goods and services, engineering firms do not have online reviews, ratings, or shared experiences available; and
WHEREAS the absence of a review or rating system for engineering firms forces municipalities to take on significant risks when hiring engineering firms; and
WHEREAS engineering services are often among the most expensive third-party services utilized by municipalities; and
WHEREAS engineering firms have considerable discretion in designing infrastructure projects; and
WHEREAS municipalities have limited capacity to assess the soundness and cost-effectiveness of engineering designs unless another engineering firm is hired to review them; and
WHEREAS hiring a second engineering firm incurs considerable additional expenses and does not guarantee success; and
WHEREAS many municipalities have encountered questionable engineering practices resulting in excessive expenses without satisfactory recourse; and
WHEREAS due to the difficulties in recovering expenses for substandard engineering services, municipalities often have no choice but to incur these costs;
Operative Clause:
THEREFORE, BE IT RESOLVED that the Rural Municipalities of Alberta (RMA) develop the model utilized by Alberta Transportation and Economic Corridors to evaluate, qualify, and/or compare potential engineering firms;
FURTHER BE IT RESOLVED that the RMA seek collaboration with Alberta Municipalities in developing the rating system to ensure it meets the needs of all municipalities in Alberta.
Member Background:
Municipalities rely on a prequalification process, often set out and led by the appointed consulting engineers, to ensure competent contractors are selected for projects. To enhance accountability by consulting engineers, a post-project, standardized rating system should be developed. Alberta Transportation and Economic Corridors has a rating system for engineers, and a similar program could be adopted by municipalities. It is suggested that such a rating be based on the experiences of other municipalities rather than solely on technical or qualitative metrics.
A provincial rating system, adopted by all municipalities, would ensure greater accountability than a system adopted by a single municipality. Engineering firms would be rated on every project based on previous design experience: success or failures, legal battles, communication and reporting throughout the project(s) and other relevant matters.
