Preamble:
WHEREAS the Government of Alberta is comprised of several ministries intended to deliver programs and services mandated by Alberta’s laws; and
WHEREAS the Minister of Municipal Affairs’ mandate is to assist municipalities in providing residents with well-managed, collaborative and accountable local governments; and
WHEREAS Municipal Affairs is responsible for facilitating this mandate with urban and rural municipalities, who have significantly different needs;
Operative Clause:
THEREFORE, BE IT RESOLVED that the Rural Municipalities of Alberta advocate that the Government of Alberta create a Ministry of Rural Municipal Affairs with a mandate to address and advocate for the distinctive needs of rural municipalities throughout the province.
Member Background:
The Government of Alberta is comprised of several ministries, each responsible for effective delivery of support and services to residents of Alberta. The Minister of Municipal Affairs works with local government bodies, assisting them in their efforts to provide services and effective municipal governance.
The province contains a diverse mix of rural and urban municipalities, each with significantly different issues and priorities. Representing more than 41% of Alberta’s public and private investment, Alberta’s 63 rural municipalities, five specialized municipalities and the Special Areas Board are responsible for the care and management of 89% (over 564,000 square kilometers) of the province’s land base. Rural municipalities are entrusted with the responsible management of substantial areas of agricultural and forested lands as well as a vast network of infrastructure that includes 173,000 kilometres of roads, 6,900 bridges and 7,500 culverts. Given the scope and scale of unique rural issues and opportunities, and the associated services that rural municipalities deliver, a separate and dedicated ministry is warranted.
A ministry dedicated to rural municipal affairs would share municipal oversight with the existing ministry and provide support tailored to the needs of rural municipalities while allowing the Minister of (Urban) Municipal Affairs to focus on issues specific to our urban neighbours.
Unique challenges: Rural municipalities face distinct challenges that urban regions do not, including issues related to infrastructure, agriculture, transportation, and emergency services. A dedicated minister would be able to focus on these specific needs, ensuring that rural communities are not overlooked in broader provincial or federal policymaking.
Policy tailored to rural realities: rural communities have different economic drivers (such as energy, agriculture, forestry, mining, and tourism), land-use concerns, and demographic trends. A Rural Municipal Affairs Minister could advocate for policies that better reflect the rural experience.
Direct representation at the provincial level: rural municipalities are often underrepresented or sidelined in broader provincial or federal decision-making. Having a specific minister focused on rural municipalities ensures that these communities have a voice in the highest levels of government.
Stronger lobbying power: A dedicated minister would be better positioned to advocate for rural priorities and ensure that our needs are included in provincial or national budgets, grants, and legislation.
Coordinated rural policy: a Rural Municipal Affairs Minister could work to ensure that various provincial departments collaborate effectively on rural issues, including unpaid oil and gas taxes.
Streamlined communication: a dedicated minister would act as a point of contact for rural municipalities, improving communication between local governments and the provincial government. This would help rural municipalities access resources and navigate provincial regulations more easily.
Equitable funding: rural Alberta often has lower population densities and face higher costs for infrastructure development and maintenance. A minister dedicated to rural affairs could advocate for equitable funding models that reflect the unique needs and challenges of rural municipalities, including aging infrastructure such as roads, bridges, and water and wastewater systems.
Supporting rural economies: a Rural Municipal Affairs Minister could focus on promoting rural economic growth through policies that support agriculture, rural manufacturing, and other industries that are vital to rural communities.
Investment in rural businesses: this minister could help attract investment into rural communities, helping local businesses expand and create jobs. They could also advocate for tax incentives or funding programs to support rural entrepreneurship and innovation.
Population retention and growth: we have heard from rural areas who face population decline as young people move to urban centers for education and employment opportunities. Many communities have an aging population. A Rural Municipal Affairs Minister could focus on policies that make rural communities more attractive to live in, such as improving healthcare access, education, housing options and reliable internet options.
Improving emergency response: rural municipalities often have fewer resources and personnel to manage emergencies, natural disasters, public health crises, fire services and rural crimes. A dedicated minister could help ensure that rural areas have the resources they need for emergency preparedness and response.
Protecting natural resources: rural municipalities are often at the forefront of land-use and environmental concerns, including resource extraction, agriculture, and conservation. A Rural Municipal Affairs Minister could ensure that these areas are properly represented in discussions on land-use policies and environmental protections.
Climate change adaptation: rural areas are particularly vulnerable to the impacts of climate change, such as droughts, flooding, and wildfires. A dedicated minister could work to implement climate adaptation strategies tailored to rural communities’ needs.
Bridging the urban-rural divide: a Rural Municipal Affairs Minister could help foster better understanding and cooperation between rural and urban areas. By ensuring that rural municipalities’ perspectives are included in decision-making, this position could reduce the urban-rural divide and promote policies that benefit the entire province or country.
To summarize, a Rural Municipal Affairs Minister would provide the focus, leadership, and advocacy needed to address the unique challenges faced by rural municipalities. It would give rural communities a stronger voice, better coordination of services, and more targeted resources for development, ensuring that rural areas can thrive and meet the needs of their residents.
