Preamble:

WHEREAS in the 1980s approximately $6 million of the provincial budget was assigned to the Alberta Water Management and Erosion Control Program (AWMECP), but in the early 1990s, this budget was reduced to just under $3 million;AND WHEREAS on February 10, 1999, Alberta Environment announced funding changes to the AWMECP, with the new funding formula changing from 75%/25% (Provincial/Municipal) to 65%/35% with a $275,000 maximum grant per project;AND WHEREAS the AWMECP has been a valuable program to resolve water management concerns;AND WHEREAS the new funding formula will place a larger burden on private landowners and municipalities to deal with these water management concerns;AND WHEREAS in order to ensure that surface water is managed effectively throughout the province, sufficient funding is required to carry out water management projects;

Operative Clause:

THEREFORE BE IT RESOLVED that the Alberta Association of Municipal Districts and Counties encourage the Province to increase the budget of the Alberta Water Management and Erosion Control Program (AWMECP) to allow for maintaining the 75%/25% (Provincial/Municipal) cost-share and deal with water management concerns that exist throughout the province.

Member Background:

On February 10, 1999, Alberta Environmental Protection informed municipalities of funding changes to the Alberta Water Management and Erosion Control Program (AWMECP). Effective April 1, 1999, cost sharing of future eligible projects will be done at 65%/35%, Provincial/Municipal, basis with a maximum grant per project.The new funding formula will reduce the Provinces contribution to water management projects, thus resulting in an increase to the municipalities and landowners.
