Preamble:

WHEREAS there are limited incentives to offset one’s carbon footprint, with the main option being loans for home energy efficiency improvements; and

WHEREAS numerous natural assets including trees, grasses, shrubs, bushes, algae, cereal crops, forage crops, fruit, vegetables, and flowers have not been maximized for their potential in carbon capture, which could contribute to a greener environment; and

WHEREAS leveraging these resources can assist municipalities, non-profits, citizens, and provincial/territorial governments in offsetting their carbon footprint expenses;

Operative Clause:

THEREFORE, BE IT RESOLVED that the Rural Municipalities of Alberta (RMA) advocate to the governments of Canada and Alberta for the creation of carbon credits/refunds priced equivalently to carbon charges, for all forms of plant life; and

FURTHER BE IT RESOLVED that the RMA share this resolution with all municipal associations in Canada and invite them to advocate collaboratively on this issue.

Member Background:

The price for carbon is rapidly one of the greatest threats against the affordability to operate or survive for municipalities, non-profits, businesses, and Canadians. With no other options available to these entities other than loans to make their buildings more energy efficient or government rebate checks that cover only a fraction of the cost that most pay into the carbon tax, are we really going to make a greener environment for future generations?

The creation of carbon credits for trees, grasses, shrubs, algae, cereal crops, forage crops, fruit, and vegetables would allow all parties to offset their carbon footprint, lower the cost of living, while enhancing the standard of living through the creation of green spaces instead of concrete jungles.

Furthermore, it would emphasize the symbiotic relationship between humans and the earth and show that Canada, with its vast areas of green spaces, would be carbon neutral without the need to implement more carbon price increases.

19-23S: Non-Profit Exemption from Federal Fuel Charge

THEREFORE, BE IT RESOLVED that the Rural Municipalities of Alberta (RMA) advocate to the Government of Canada to amend the Greenhouse Gas Pollution Pricing Act to allow registered non-profit organizations to apply for an exemption certificate from the federal fuel charge; and

FURTHER, BE IT RESOLVED that the RMA advocate for the Government of Canada to meet their previous mandate of support for registered non-profit organizations by allowing them to access a portion of the direct proceeds from the federal fuel charge to fund their increasing operating expenses.

16-22F: Exemption of Natural Gas and Propane for Agriculture Under the Greenhouse Gas Pollution Pricing Act

THEREFORE, BE IT RESOLVED that the Rural Municipalities of Alberta advocate to the Government of Canada to amend the Greenhouse Gas Pollution Pricing Act to include natural gas and propane as exempted fuels for agricultural production.

2-22S: Negative Impact of Carbon Tax on Rural Albertans

THEREFORE, BE IT RESOLVED that the Rural Municipalities of Alberta (RMA) conduct a rural impact analysis on the federal carbon pollution pricing system to determine how the system is negatively impacting rural Albertans and rural municipalities and share the analysis with the governments of Alberta and Canada; and

FURTHER BE IT RESOLVED that the RMA advocate to the Government of Canada for the amendment to the Greenhouse Gas Pollution Pricing Act to halt carbon tax increases on fuel.
