RMA Releases Post-Dissolution Impact Report

The report includes a series of recommendations to reduce the risks associated with absorbing a dissolved municipality

The RMA has released its Post-Dissolution Impacts Study – Summary Report. The report is the culmination of a study undertaken by Tantus Solutions Group on behalf of the RMA to examine the financial and non-financial impacts of municipal dissolution on the absorbing municipality. The study includes a series of observations and recommendations.

The study identified many areas of improvement in terms of how absorbing municipalities can be better supported financially and in terms of administrative and capacity-building support following a dissolution. It also examines changes to the viability review process to better consider the potential impacts of dissolution on the absorbing municipality and improve infrastructure and financial data disclosed during the review.

The study’s findings are heavily based on detailed information and data provided to the RMA and Tantus by five case study municipalities. The RMA would like to thank the following municipalities for the time and effort they put into contributing to the report:

  • MD of Willow Creek (Granum)
  • Camrose County (Ferintosh)
  • Parkland County (Wabamun)
  • MD of Greenview (Grande Cache)
  • County of Grande Prairie (Hythe)

In addition to releasing the study publicly, the RMA plans to share with the Minister of Municipal Affairs and ministry staff, along with a request to collaborate on implementing the recommendations in the report.
