RMA Question Guide for Bill 11 Now Available

The question guide is intended to provide members with an overview of Bill 11 and key questions they can ask MLAs and other provincial decision-makers

On May 16, 2024, the Government of Alberta passed Bill 11: Public Safety Statutes Amendment Act, 2024, which will amend the Police Act to establish a new policing organization.

The Public Safety Statutes Amendment Act enables the creation of a new organization that would work alongside police services across the province. Officers would take on the responsibility of “police-like functions” that are currently carried out by the Alberta Sheriffs. Bill 11 raises significant questions related to police governance, funding, service delivery, and the future of policing in the province.

The RMA has released a question guide for members that provides quick access to an overview of Bill 11 and the relevant questions that the RMA recommends members bring forward to their MLAs and the Minister of Public Safety and Emergency Services.

This guide provides an overview of the following themes regarding the new policing organization:

  • How governance and oversight will operate within the new policing organization
  • How municipal engagement will be considered throughout the process
  • How recruitment and retention will be addressed within the new policing organization
  • How the new policing organization will be funded
  • How the officers in the new policing organization will function alongside pre-existing police services

The RMA will provide members with more information on the outcomes of Bill 11 as it becomes available.
