Government of Alberta Introduces Bill 20: the Climate Leadership Implementation Act

On May 25, 2016, the Government of Alberta introduced Bill 20, the Climate Leadership Implementation Act into the Alberta legislature. The Climate Leadership Implementation Actenacts the Climate Leadership Act as presented in Schedule 1 and the Energy Efficiency Alberta Act as set out in Schedule 2.

Bill 20 proposes law that formalizes items presented in Alberta’s Climate Leadership Plan, including Alberta’s carbon levy and carbon levy rebate. The proposed legislation also intends to ensure that revenue generated from the carbon levy is reinvested into actions that address climate change. Proposed carbon levy rates starting in 2017 are indicated in a table in the Bill 20 Schedule.

Bill 20 also identifies the establishment of a provincial agency, Energy Efficiency Alberta, which will be responsible for:

  • raising awareness among consumers about the economic and environmental consequences of energy use,
  • developing and delivering energy efficiency on a provincial scale and small scale renewable programs and services, and
  • promoting the development of an energy efficiency services industry.

As the home to industry and businesses, municipalities play an important role in implementing actions to address climate change.  It is anticipated that the Government of Alberta will be undertaking consultation on the Climate Leadership Implementation Act and more information on engagement opportunities will be shared via member bulletin as it becomes available.
