In April 2024, the province announced plans to produce a feasibility study to assess ridership demand and infrastructure needs for the project. The study is expected to be complete by Summer 2025.
The Government of Alberta has begun engagement to inform the development of a Passenger Rail Master Plan. The plan details the province’s vision of a passenger rail system that includes public, private, or hybrid passenger rail, consisting of regional rail lines connecting Alberta’s largest cities, commuter rail lines providing service to Edmonton and Calgary’s international airports, and integration with municipal-led LRT systems in Edmonton and Calgary. The province is also exploring the development of a crown corporation to develop infrastructure, oversee daily operations, establish a fare system, direct system maintenance, and plan for future system expansion.
Engagement commenced with a Passenger Rail Forum held on November 22 in Calgary, which featured both domestic and international subject matter experts and relevant stakeholders. At the forum, the province outlined their plans for public engagement, which include regional open houses to be held in early 2025, as well as the launch of a public survey. The survey runs until December 20 and is open to all Albertans, which can be found here.
Next Steps
The Passenger Rail Master Plan is expected to be complete by summer 2025 and provide a feasibility assessment, financial and delivery model options, governance and operations recommendations, and a 15-year delivery plan.
