The Elected Officials Education Program (EOEP), a joint venture of RMA and AUMA, is Alberta’s only professional education program designed for municipal elected officials. The EOEP is offering two courses in advance of the AUMA conference in Red Deer in September; the courses are held the day prior to the conference. In addition, the EOEP is also offering a third course in advance of the Association of Summer Villages of Alberta conference in October. You do not need to register for either conference to participate in the courses. Course details and registration information for all three courses is as follows:
Council’s Role in Strategic Planning
When: Wednesday October 17, 2018

Course Overview: The role of elected officials is to lead. They determine the long-term goals and priorities of their municipality. Doing this effectively takes skill, and an understanding of how to separate the day-to-day from the big picture. The EOEP’s Council’s Role in Strategic Planning course will explain:
- the important role that strategic planning plays in building municipal sustainability;
- how councils can work together to set realistic goals;
- the basic elements of a strategic plan, as well as how to set and asses strategic priorities;
- the roles of council and staff in strategic planning, and other information that will support you and your municipality in planning strategically for both the short- and long-term.
Community Development through Citizen Engagement

Course Overview: Citizen engagement in municipal governance provides a means for incorporating citizen values, interests, needs, and desires into decisions that affect their lives and supports improved municipal decision-making by bringing perspectives to the table. Course participants will consider the role citizen engagement plays in building strong and vibrant communities. Topics will consider overcoming common barriers and risks associated with engagement framework and policy development; the why, who, how, and when to engage, as well as steps to necessary components for the preparation, planning, and implementation of citizen engagement initiatives. Course participants will also be given guidelines to evaluate the impact of citizen engagement initiatives on achieving municipal goals.
Municipal Corporate Planning and Finance

Course Overview: One of the most complex responsibilities a councillor has is understanding municipal finances and making decisions that are in the best interest of their municipality. The EOEP’s Municipal Corporate Planning and Finance course not only provides an overview of key financial responsibilities such as defining service levels, setting tax rates, understanding debt and reserves, and the role of auditors, but it also ties these concepts to the larger role that financial literacy plays in effective municipal governance. This course will explain how financial planning links to strategic planning, risk management, citizen engagement, and other core council responsibilities.
