Summary

Big Lakes County is currently seeking a skilled and motivated Transportation Foreman to join our Public Works team. Reporting to the Transportation Manager, the Transportation Foreman plays a key role in coordinating the day-to-day operations of road construction, maintenance, and repair projects across the municipality. This position is responsible for overseeing crews, managing equipment and materials, and ensuring work is completed safely, efficiently, and to County standards.

The ideal candidate will have strong leadership abilities, a solid understanding of road maintenance practices, and a commitment to workplace safety.

Key Responsibilities

  • Assist the Manager of Transportation in the day-to-day management of road maintenance and operations, including directing daily tasks of Transportation Operators and fostering a team-oriented work environment.
  • Support the organization, scheduling, and oversight of departmental operations and projects.
  • Supervise Transportation Operators, ensuring performance meets County standards.
  • Provide recommendations and input to the Manager of Transportation in administrative and supervisory matters, including recruitment, training, performance evaluations, and disciplinary actions, in accordance with Big Lakes County’s policies and procedures.
  • Ensure compliance with occupational health and safety standards among transportation employees and contractors.
  • Provide hands-on training, task-specific guidance, and encouragement to assigned operators.
  • Ensure timely, efficient, and effective completion of all assigned tasks and projects.
  • Oversee the work of contractors and Transportation Operators on projects such as road construction, paving, shoulder pulls, signs, bridge maintenance, brushing, and culvert installations, ensuring work aligns with contracts and tender agreements.
  • Regularly patrol municipal roads and infrastructure to identify maintenance needs; report findings to the Manager of Transportation for action.
  • Monitor the condition and safety of tools, vehicles, and equipment; ensure maintenance and servicing schedules are followed.
  • Recommend major equipment repairs or replacements to the Manager of Transportation.
  • Provide input on departmental budgeting and planning processes.
  • Respond to public inquiries and complaints in a timely, professional manner, escalating to the Manager of Transportation when appropriate.
  • Assist in the preparation of reports, tenders, and contract administration documentation.
  • Approve daily electronic timesheets for Transportation Operators and sign off on day labor equipment tickets.
  • Participate in a rotational on-call schedule.
  • Respond to after-hours emergency calls as needed.
  • Be available to train for and participate in any County-declared emergency response.
  • Serve as backup for the Transportation Manager during absences.
  • Perform other related duties as assigned.

Requirements

Education & Experience:

  • High school diploma (Grade 12) or equivalent.
  • Minimum of two (2) years’ experience in construction or municipal road works, including supervisory or lead hand responsibilities.
  • Proficient with computer systems and applications, including Microsoft Office Suite, Geographic Information Systems (GIS), and GPS-based technologies
  • Ability to operate and maintain a variety of heavy and medium-duty equipment, vehicles, and machinery used in road maintenance and construction.
  • Must possess a valid Class 5 driver’s license (Class 3 with air would be an asset) and provide a current driver’s abstract.
  • Must provide a clear Criminal Record Check.
  • Actively pursuing or possessing the Certified Road Supervisor (CRS) designation is considered an asset.
  • Willingness to complete additional training or certifications as required by the County

Knowledge, Skills & Attributes:

  • Thorough knowledge of the Occupational Health and Safety Act, Confined Space Entry, and other applicable safety regulations.
  • Strong understanding of road maintenance practices and municipal infrastructure operations (optional addition for relevance).
  • Excellent verbal and written communication skills, with the ability to prepare clear reports and documentation.
  • Effective public relations and interpersonal skills, with the ability to interact tactfully and professionally with the public, staff, and contractors.
  • Proven sound judgment and strong decision-making abilities, especially in high-pressure or emergency situations.
  • Demonstrated troubleshooting and problem-solving skills in field and operational settings.
  • Proficient in Microsoft Word and Excel; familiarity with digital timekeeping and maintenance management systems is an asset.
  • High level of confidentiality, integrity, and discretion when handling sensitive information.
  • Self-motivated and able to work independently with minimal supervision.
  • Team-oriented with the ability to provide leadership, training, and mentorship to operational staff

Big Lakes County offers an excellent benefit and pension package with a competitive salary.

Hours of Work: Monday-Friday 7:00am – 3:30pm
