Requirements:
- Must be an active member of the Law Society of Alberta or eligible for membership and willing to enroll.
- Must be available to review a complaint promptly and report no later than 90 days after receiving the complaint (as stated in section 10(i) of the Integrity Commissioner Bylaw).
- Must be prepared to physically attend the Regional Municipality of Wood Buffalo (as may be required from time to time), to investigate and adjudicate a complaint or report to Council at either an in-camera or a publicly convened Council meeting.
Skills and qualifications:
- proven impartiality, neutrality and high ethical standards;
- senior-level management, municipal, legal, judicial or quasi-judicial experience;
- knowledge of municipal or other administrative law;
- knowledge of municipal governance;
- ability to interpret and apply the provisions of various statutes, regulations, polices and other enabling frameworks;
- knowledge of investigatory procedures and appliable legal principles, particularly as they relate to evidence, legal interpretation and natural justice; and
- an ability to provide services on an as-needed basis.
Impartiality requirements – the integrity commissioner must:
- Have no other dealings, in an official capacity, or employment with the Municipality;
- Have no financial interest in the work of the Municipality;
- Not be involved in or have a relationship with political campaigns/endorsements, or other related conflict of interest specific to the Municipality; and
- Have no familial, private or professional relationship with any present or past member of Council (which is inclusive of Mayor).
