Key Responsibilities

Purpose of the position

Reporting to the Manager of Engineering Services, the proponent will be responsible for all project aspects from initiation to closeout including tasks associated with the planning, preliminary design, detailed design, budgeting, scheduling, control and monitoring of expenditures, risks, and adherence to scope, schedule, and budget, tendering and construction of municipal development projects. This position is responsible for project management and delivery of major capital projects (transportation, water/wastewater utilities, local improvement) and any other assigned project from the Manager to be completed from the planning stage to completion.

This position is also responsible for an assistance on the management of Lac La Biche County’s Infrastructure Asset Management System through which the Senior Project Engineer provides input (project costs, asset condition, asset life, updates) to ensure, with consultation of Manager Engineering Services, long and short-term capital plans are sustainable and meet the goals outlined in the County’s Capital Plan.

To be successful in this position, you will hold these qualifications:

  • Bachelor’s degree in civil engineering
  • Minimum of ten (10) years of experience with a combination of Civil engineering and project management expertise.
  • Professional Engineer (P.Eng) in good standing and registered with APEGA.
  • Coursework/training in project management; financial management; or other leadership trainings would be an asset.
  • Experience in Municipal Government in the field of design and construction is preferred.

Knowledge:

  • Experience ensuring developments are inspected and constructed according to development agreements.
  • Knowledge of and experience with planning process such as Land Use, Bylaws, Utility Capacity Analysis, and Transportation Analysis.

Skills & Abilities:

  • Strong organizational, presentation, project management and problem-solving skills.
  • Ability to multi-task and handle many competing priorities.
  • Proven planning, management, negotiating, analytical, collaboration, interpersonal, and communication skills.
  • Proficient computer skills in MS Office Suite (Word, PowerPoint, Excel), GIS, and Munisight.
  • Experience developing and implementing public engagement processes.
  • Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues.
  • Strong verbal and written communication skills, including report writing and presentation.
  • Demonstrated ability and willingness to develop strong relationships and work in a collaborative, integrated manner.
  • Experience managing and working with external consultants.
  • Ability and willingness to delegate and empower others.
  • Good working knowledge of relevant codes, legislation, regulations, policies and procedures (OH&S, Environmental, Builders Lien Act, etc.)
  • Valid Alberta Class 5 driver’s license (or provincial equivalent).
  • Comprehensive knowledge of development agreements.
  • Ability to establish and maintain effective working relationships with employees, leaders, and external contacts and interacts in a manner that builds trust, credibility, and rapport.
