Key Responsibilities

Key Responsibilities:

  • Lead the planning and delivery of annual transportation infrastructure operations projects through comprehensive Project Delivery Plans (PDPs)
  • Develop and manage project schedules, budgets, cost estimates, and quality assurance processes to ensure projects are delivered on time, within budget, and in compliance with standards
  • Oversee design, tendering, and construction activities, including preparation and evaluation of tender documents, contractor qualification reviews, and award recommendations
  • Provide construction oversight to ensure work meets technical requirements, timelines, and County standards
  • Prepare and maintain project documentation, including estimates, plans, progress reports, and communication schedules
  • Coordinate and communicate with residents, consultants, contractors, and other partners to present plans, address impacts, resolve issues, and maintain transparency
  • Monitor and track contract quantities, costs, and progress, as well as maintain accurate and current cost tracking to support informed decision-making and to ensure financial accountability
  • Ensure projects meet County standards, business cases, and regulatory requirements through design reviews, site inspections, and progress monitoring
  • Oversee construction completion inspections, ensuring as-built data is finalized and infrastructure records are updated
  • Assess asset condition ratings and recommend a rolling 3–5 year operations project plan
  • Evaluate operational efficiency, identify improvements, and incorporate best practices and innovations into program delivery
  • Serve as the primary point of contact for infrastructure operations inquiries and concerns
  • Mentor and provide guidance to operational staff and seasonal inspectors
  • Stay current on new technologies, regulatory changes, and industry innovations to enhance project outcomes

Requirements

Qualifications and Skills:

  • Certified Engineering Technologist (C.E.T.) with the Association of Science and Engineering Technology Professionals of Alberta (ASET) with 5 years of related experience, or an Engineer in Training (E.I.T.) with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) with 3 years of related experience
  • Progressive responsibility in managing complex projects
  • Project management skills including tendering procedures and contract document preparation, contract administration, construction supervision, and estimating/budgeting
  • Strong understanding of civil-related construction procedures, materials, pavement properties, and quality assurance
  • Course work completed in Transportation Engineering, specifically roadway construction, rehabilitation, geometric design, materials testing, and contract law is an asset
  • Strong analytical and problem-solving abilities
  • Excellent interpersonal, verbal and written communication skills and experience in dealing with contractors and the public
  • Proficient with Microsoft Office Suite, AutoCAD, arcGIS and Civil3D as well as spreadsheet applications

 

Conditions of Employment:

  • Valid Alberta Class 5 Driver’s licence and submission of a 5-year Driver’s Abstract with less than 7 demerits
