Requirements:
Reporting
This position is responsible for specifying, creating, training and implementing the financial reporting and related financial control requirements across all areas of Sturgeon County.
Recommend and implement a monthly and annual Financial Reporting model that is consistent with Public Sector Accounting Standards (PSAS) and the Municipal Government Act (MGA). Understand and guide the implementation new accounting rule changes.
Develop comprehensive monthly financial reports to Sturgeon County Council and Management. Including variance analysis, cash flow analysis and other reports as required.
Responsible to complete general ledger account reconciliations as required, with special consideration to the key finance funding accounts.
Financial Modelling
Responsible to recommend, implement and maintain the appropriate ledger and accounting structure that supports the reporting and management of the Utility operations as a separate entity within the organization.
Support advanced modeling techniques such as Utilities, Developer Levies and others as needed.
Preparing cash flow analysis and treasury to support the long-term investment objectives of Sturgeon County.
Develop and maintain funding models: debenture, grants and others that support the long-term financial sustainability of Sturgeon County.
Financial Systems and Processes
Responsible to be a system expert, review and document finance business and ERP system processes, including recommending and implementing process improvements to create efficiencies. Including working with information services to ensure all software applications are current and properly functioning.
Responsible to develop and maintain check lists and deadlines to ensure that financial information has been entered and reconciled prior to the development of monthly and annual financial reports.
