Senior Community Peace Officer

Summary

Under the direction of the Manager of Enforcement Services, the Senior officer will be primarily responsible for the enforcement of municipal bylaws and specific provincial statutes. The position will spend approx. 85% of their time on enforcement duties and 15% of their time providing leadership and supervision, primarily to the Summer Student program.

Key Responsibilities

  • Provide field training and mentorship for new and / or junior Community Peace Officers.
  • Actively participate in regular patrols and enforcement of Provincial Statutes and County Bylaws.
  • Provide leadership and supervision to the Summer Student Position.
  • Responsible for the enforcement of County Bylaws and Provincial Statutes designated on the Community Peace Officer Appointment issued by Alberta Justice and Solicitor General.
  • Act as Manager during the Managers extended absence.
  • Develop and provide programs and services to educate the public on various enforcement activities and initiatives in the municipality;
  • Coordinate joint force operations and selected traffic enforcement program initiatives both internally and with regional law enforcement partners.
  • Maintain a cooperative and supportive working relationship with the RCMP Detachments and other law enforcement agencies in the region.
  • Provide support and assistance to RCMP and Peace Officers when required, including assisting with special events and emergency situations;
  • Attend Court when necessary or as requested and ensure evidence and Court procedures are conducted to a professional standard by the Peace Officers.
  • Provide assistance to the Manager of Enforcement Services.
  • Periodic reviews of County Bylaws to ensure they are current and appropriate.
  • Maintain statistical activity reports as well as prepare and maintain necessary correspondence and associated files.
  • Perform other duties as assigned from time to time.

Requirements

  • Post Secondary Diploma or Degree, preferably in law enforcement.
  • Must have or be able to pass an RCMP Enhanced Reliability Security Clearance.
  • In lieu of a post-secondary Diploma or Degree, extensive law enforcement experience, preferably with supervisory experience, and Grade 12 Diploma may be considered.
  • Must have, or be eligible for, a Community Peace Officer Level One (1) Appointment from Alberta Justice and Solicitor General.
  • For new applicants who do not have a CPO Appointment for Foothills County, the completion of the PARE physical abilities testing (or recognized equivalent) within the past six (6) calendar months, with a time of 4 minutes 45 seconds or less.
  • Must have a minimum of five (5) years’ experience as a Level One (1) Community Peace Officer or Police Officer, in a front-line enforcement role;
  • Strong public relations, conflict resolution and formal mediation skills, along with a good knowledge of community policing practices, excellent customer service.
  • Excellent verbal and written communication skills and report writing will be required for enforcement and supervisory duties.
  • Strong skillset in leadership and personnel management.
  • Full Class 5 (no GDL) Operator’s License with no more than the allowed demerits according to County Policy;
  • Have or be able to obtain Incident Command Systems (ICS) 300 Certification.
  • Knowledge of Emergency Management and Municipal Safety programs would be considered an asset.
  • Good working knowledge of both provincial and municipal legislation and best practices for enforcement

Must have or be able to obtain within the first six (6) months of hiring (course availability considered):

  • Standard First Aid / CPR / AED Certification.
  • Emergency Vehicle Operations Course (EVOC) Certification.
  • Officer Safety / Defensive Tactics Certification.
  • ASP Baton / OC Spray Certification.
  • Animal Control Training.
  • Radar / Lidar Training / Certification.
  • Weights and Dimensions Training / Certification.
  • Commercial Vehicle Safety Alliance (CVSA) Training and/or Experience.
