Reporting to the Supervisor, the Road Operations Technologist is responsible for the coordination and implementation of a combination of road operation programs and activities including road use agreements, road bans, transportation permitting, road approach construction applications, shallow utility installation applications, traffic counts, gravel sales, bridge file inventory, streetlights inventory, traffic signals inventory, traffic control warrant analyses, and the associated inspections and reporting on road, bridge, utility and drainage infrastructure.
Key Responsibilities Include:
- Administer Road Use Agreements. Prepare agreements and perform site inspections related to each agreement.
- Set, implement and monitor County Road Bans in coordination with the County’s Road Maintenance Manager.
- Respond to road ban and transportation permitting inquiries. Liaise with the County’s vehicle permitting agency regarding road conditions and preferred vehicle routing.
- Administer Road Approach Construction Applications. Review applications and perform approach inspections to ensure compliance with County Standards.
- Administer Shallow Utility Installation Applications. Review applications, prepare consent letters and perform pre-disturbance and post-disturbance inspections to ensure compliance with County Standards.
- Set up and download traffic counters and prepare traffic count reports.
- Respond to gravel off-sales inquiries. Arrange for equipment to load trucks for gravel off-sales.
- Maintain County’s bridge file inventory of bridges and bridge-sized culverts. Obtain certification from Alberta Transportation as Class ‘B’ Bridge Inspector so as to be able to perform site inspections, prepare BIM reports and co-ordinate any repair/maintenance/replacement work with external contractors.
- Maintain County’s streetlights inventory including co-ordinating any repair/maintenance work with external contractors.
- Maintain County’s traffic signals inventory including co-ordinating any repair/maintenance work with external contractors.
- Complete traffic control warrant analyses in response to internal/external requests for posted speed changes, no parking areas, playground zones, school zones, yield signs, stop signs, etc.
- Complete inspections and prepare reports based on each inspection of new and existing roads, approaches, traffic control signs, bridges and bridge-sized culverts, utilities and drainage infrastructure.
- Represent the County as a stakeholder for functional studies in conjunction with municipal and provincial agencies.
- Act as a resource and provide supporting information/documentation to other departmental employees across the organization as requested.
- Foster positive relationships with internal and external customers.
- Display a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business and residents of Rocky View County.
- Adhere to Health and Safety Legislation and Rocky View safe work policies and procedures at all times, ensuring the protection and safety of self, co-workers, the public and environment.
- Perform other duties and special projects as assigned.
Requirements:
- Display strong communication skills, both written and verbal.
- Possess the ability to work independently on a variety of projects and to monitor contractors as required.
- Possess the ability to work collaboratively and effectively in a team environment.
- Possess the ability to conduct effective relations, liaison and resolution of issues with the public, other County employees, developers, contractors, ratepayers and outside governmental agencies.
- Experience in customer relations, including challenging and stressful situations.
- Knowledge of municipal, highway engineering and construction practices, procedures and specifications related to the position.
- Provincial Class B Bridge Inspector Certificate would be considered an asset.
- Demonstrate excellent customer service, organizational, prioritizing, time management skills and problem-solving skills.
- Proficiency in MS Office (Outlook, Word, Excel, Power Point).
- Possess a valid class 5 driver’s license and have access to reliable transportation.
