Now Hiring: Right of Way Management Coordinator (Competition #24-48)

Key Responsibilities

Parkland County has an opportunity for a permanent, full-time Right of Way Management Coordinator position in the Engineering Services Department. Reporting to the Director, Engineering Services, the Right of Way Management Coordinator will lead municipal land acquisitions of road and utility right-of-way acquisitions for municipal infrastructure projects. The position will manage and coordinate appraisals, negotiations, and acquisitions while meeting timelines, staying within budget, and maintaining appropriate documentation of lands for municipal infrastructure projects and programs. Working within Engineering Services, this position is expected to be aware of future projects and land requirements and to utilize the subdivision process and Planning & Development Services activities to fill these needs. Oversight and management of encroachments into road allowances including investigating and addressing any concerns. This position manages road closures for sales and leases and coordinates with the Municipal Land Management Specialist to ensure alignment.

Requirements

The ideal candidate for this position will have the following:

  • Post-secondary diploma with a focus on Surface Land Management, Property Law and Real Estate Functions, Management, and/or Leadership through a recognized real estate designation is required.
  • Formal training in the management and oversight of municipal right-of-way appraisals, acquisitions, and dispositions is considered an asset.
  • Informal training in conflict resolution, dealing with difficult people, negotiation tactics and project management is considered an asset.
  • Accreditation through the Appraisal Institute of Canada, International Right of Way Association, Alberta Association of Surface Land Agents or similar.
  • Five (5) to seven (7) years of related experience working with multiple Provincial Statutes and Regulations, such as the Municipal Government Act, Land Titles Act, Surface Rights Act, and Expropriation Act, as well as knowledge and experience working with regulatory bodies such as Alberta Energy Regulator, Alberta Environment and Parks, Alberta Utilities Commission, and the Canada Energy Regulator.
  • Must possess well-developed task management, organizational, negotiation, and interpersonal skills and be able to contribute to projects to maintain budgets and schedules and communication between teams.
  • Excellent communication, interpersonal, and organizational skills and the ability to collaborate in a team environment.
  • Computer proficiency, including Microsoft Office and SharePoint, and ability to quickly learn and adapt to new programs.
  • Possession of a valid Alberta driver’s license and satisfactory driving record is required.

The total rewards package for this position includes:

A starting annual salary of $83,200 to $102,800 based on a 35-hour work week and option to join the Earned Day Off Program.
