This posting is for 1 temporary full-time position for up to 9 months (March to December).

The Right of Way Activity Inspector is responsible for the inspection of Right-of-Way Construction Activity Permit (ROWCAP) work zones, Temporary Traffic Control Plans (TTCP), and Open Cut worksites within County-owned road rights-of-way. This role is vital in ensuring public safety for all road users and maximizing infrastructure preservation, while also facilitating the timely and efficient activities of third-party and County-led construction activities within those worksites.

Key Responsibilities

Responsibilities

  • Conduct office review of approved ROWCAP applications and Open Cut applications relative to project schedules, construction activities, permit conditions, and temporary traffic control plan (TTCP) requirements
  • Prioritize daily field inspection routines
  • Conduct field inspections of worksites to ensure that ROWCAP schedules/conditions are being met and that TTCP plans are being followed with minimal impact to public safety and traffic operations
  • Analyze in-situ TTCPs and activities to make recommendations for improvement to the effectiveness and efficiency of worksites and traffic operations
  • Attend worksite meetings to liaise with contractors to ensure compliance and schedules are maintained or to be alerted to forthcoming changes
  • Record and document all inspections and alert appropriate staff and/or stakeholders with regards to deficiencies
  • Coordinate with RCMP & Enforcement Services with respect to potential enforcement actions applied to contractors who do not comply with ROWCAP schedules/conditions and TTCP requirements
  • Provide the attending Peace Officer with all relevant permit conditions, background information, and official statements to ensure successful enforcement operations
  • Schedule and complete final inspections of all reclamation, as approved in ROWCAP permit conditions
  • Provide input to specific ROWCAP and Special Roadway Event sections during periodic updates to the Traffic Bylaw

Requirements

Qualifications and Skills

  • Post secondary specialized training/certificate in a related field with a minimum of 4 years related traffic operations, temporary traffic control, and/or roadway construction experience
  • Active certification in Alberta Temporary Traffic Control from Alberta Construction Safety Association
  • Level 1 Certification with the International Municipal Signal Association (IMSA) in roadway markings and signing would be considered an asset
  • Excellent knowledge of the Traffic Safety Act, Transportation Association of Canada’s Manual of Uniform Traffic Control Devices of Canada (MUTCDC), Alberta Transportation’s Traffic Accommodation in Work Zones, Strathcona County’s Traffic Bylaw and Right-of-Way Construction Activity Manual and Design & Construction Standards
  • Extensive knowledge of temporary traffic control and construction standards
  • Strong problem-solving skills with the ability to make decisions within the established methodologies and specifications
  • Excellent interpersonal and communication skills, written and verbal
  • Strong attention to detail and analytical skills
  • Proficiency in TRUMBA, ArcGIS and Microsoft Office Suite

Conditions of Employment

  • Valid Alberta Class 5 Driver’s Licence and submission of a 5-year Driver’s Abstract with less than 7 demerits
