Position Summary

Reporting to the Manager, Legislative Services, the Returning Officer is responsible for conducting and coordinating all aspects of Rocky View County’s 2025 municipal election, ensuring that the municipal election is conducted in accordance with the Local Authorities Election Act and the County’s Election Bylaw. The Returning Officer is also responsible for conducting and coordinating joint elections with Rocky View Schools and other elected authorities under the Local Authorities Election Act.

Key Responsibilities

Core Accountabilities

  • Serve as Rocky View County’s Returning Officer for the 2025 municipal election, including preparing for and conducting the activities on election day, as well as planning for and conducting the advance vote, special ballots, institutional votes, elector assistance at home, and blind elector templates.
  • Effectively project manage the 2025 municipal election using industry standards and best practices for election planning, including the development of an overall election workplan, department-specific workplans, and project schedule and costing using the appropriate tools and techniques to monitor and control the execution of the municipal election.
  • Identify and develop strategies to manage risks and emergent issues with the implementation of new election rules as a result of the Municipal Affairs Statutes Amendment Act, 2024.
  • Assist with the creation and use of a permanent electors register for the 2025 municipal election as required by the Municipal Affairs Statutes Amendment Act, 2024, including liaising with Elections Alberta, Alberta Municipal Affairs, and the County’s election management software vendor.
  • Ensure an adequate number of voting stations are booked, staffed, and supplied for each of Rocky View County’s seven electoral divisions, ensuring that the voting stations and election staff adhere to any health, safety, and information technology requirements for the 2025 municipal election.
  • Ensure that all ballots cast are counted, that any recounts are conducted in accordance with the Local Authorities Election Act, and that the official and unofficial election results are reported and published in accordance with the Local Authorities Election Act and the County’s Election Bylaw.
  • Develop and deliver training for election workers to ensure workers are prepared and equipped in accordance with the Local Authorities Election Act and the County’s Election Bylaw.
  • Develop and provide information to candidates, official agents, and scrutineers to ensure that they are aware of their responsibilities and requirements.
  • Coordinate the conduct of Rocky View Schools’ school board election to the extent provided for in the Rocky View County – Rocky View Schools Joint Election Agreement.
  • Coordinate with Elections Alberta and Alberta Municipal Affairs on additional ballots the County is required to conduct on behalf of the provincial government.

Communication

  • Work collaboratively with the Communications & Engagement department to develop and deliver a communications plan for the election.
  • Serve as the primary contact for candidates, official agents, scrutineers, and the public including reviewing and responding to inquiries and complaints.

Administrative

  • Coordinate the candidate nomination process.
  • Identify and procure all necessary materials and supplies and coordinate the cleanup and organization of leftover materials and supplies following the election.
  • Work collaboratively with departments regarding hiring and equipping election workers.
  • Some travel may be required to confirm voting stations.

Requirements

  • Exceptional leadership qualities, project management skills, a collaborative and innovative nature, and sound judgement with the ability to take independent initiative and to solve problems.
  • Experience interpreting and applying legislation, particularly the Local Authorities Election Act and the Municipal Government Act. Previous experience in the project management of elections or censuses at any level, or with large events (100+people) will be considered an asset.
  • Experience coordinating work across multiple stakeholders with strong organizational and time management skills, ensuring that deliverables are met under time constraints.
  • High degree of digital literacy with skills in Microsoft Office suite and Adobe PDF. Previous experience working with election management software, particularly VoterView software, is an asset.
  • Ability to distill complex legislative and technical information and the ability to draft memos, reports, web content, and guides. Previous experience interacting with the media will be considered an asset.
  • Political acumen and solid knowledge of municipal government and the legislative process.
  • Experience designing and delivering training to large groups (25+ people).
  • Possess a valid Class 5 Alberta Driver’s License.
  • Ability to repeatedly lift up to 20 lbs.
