Summary

Brazeau County is seeking a full-time Project Manager for our Public Works department. The Project Manager’s primary responsibility is to plan and set capital projects for an ongoing five-year infrastructure plan and be accountable for the successful delivery of capital projects under their responsibility. Working in collaboration with the Director of Public Works, the Project Manager leads the in-house construction division and supports the Director as required. The Project Manager also provides project management direction and guidance to the Project Coordinator.

Key Responsibilities

  • Manages and administers all services related to project management activities within the County related to capital roadway, drainage, and municipal utility projects; including surfacing, and the reconstruction and new construction of roadways.
  • Contributes to the development and implementation of the department’s capital plan by coordinating work and ensuring compliance with engineering standards and relevant legislation.
  • Coordination of consultant services engaged to assist in the implementation of approved transportation and municipal infrastructure projects or programs.
  • Responsible for managing project costs for infrastructure programs and capital expenditures.
  • Communicates with the Director, Operations Manager, and department staff for the development, coordination, and implementation of projects and programs on an effective and timely basis. Reviews and adjusts projects as required to maintain established schedules and/or budgetary objectives.
  • Prepares and updates the current standard and condition of the County road infrastructure assets.
  • Reviews roadway capital works improvement programs for future years and recommends adjustments and priorities based on the latest available information for traffic needs, land use changes, safety factors, operating and maintenance costs, and ratepayer and Council requests.
  • Prepares preliminary cost estimates for potential or desirable future projects to provide budget requests and prioritizations.
  • Oversees the planning, tendering, and contract administration for various capital programs.
  • Manages and coordinates the engineering, design, and construction activities for the approved annual road construction and improvement programs.
  • Arranges for and coordinates field surveys, investigations, design, and/or construction supervision as required to support municipal programs, developments, and activities.
  • Develops and presents reports to County Council on matters involving Public Works capital planning and infrastructure, development applications, and council requests.
  • Coordinates the inspection and evaluation of all bridges and other major drainage structures within the County’s road infrastructure.
  • Researches and reviews the selection of contractors, and engineering consultants.
  • Communicates with County Council, residents, and members of the public regarding project plans and requests.
  • Provides direction and guidance to employees under their direct supervision including the Project Coordinator and Construction Supervisor. The Project Manager also provides coverage to the Project Coordinator and Construction Supervisor when absent.
  • Accountable for working in compliance with the Alberta Occupational Health and Safety Act, regulations, and codes, and participates in the Health and Safety Program.
  • To undertake any other reasonable duty, commensurate with the classification and responsibility of the position, across the department to meet service priorities and business continuity requirements.
  • May be required in the event of a municipal emergency to support the emergency operations centre and incident action/recovery plan.

Requirements

Experience and Competency Areas

Education/Training:

  • Diploma in civil engineering. CET designation and or eligibility to obtain CET designation within 12 months will be an asset
  • Undergraduate Degree in Engineering and professional designation as a P.Eng. with APEGA, or eligibility for designation is an asset.
  • A combination of relevant education and experience may be considered.

Licenses/Certifications/Designation:

  • A Project Management designation will be considered an asset..
  • A Project Management certificate is required.
  • A valid Class 5 License is required.
  • A satisfactory Five-Year Commercial Driver’s Abstract is required
  • Incident Command System 300 Certification will be required to obtain during employment.

Experiences/Knowledge/Skills:

  • A minimum of five years relevant experience in civil infrastructure, capital planning, and land development with a minimum of four years experience in a managerial capacity.
  • Prior experience in the management of municipal infrastructure with in-depth knowledge of the operation, maintenance, and construction of rural road networks is required.
  • Experience and knowledge of the Municipal Government Act (MGA) is also required.
  • Proven achievement of project management results through sound decision-making, budgeting, and strong organizational skills is key to success in the role.
  • Familiarity with the various equipment that is used in the construction and maintenance of roads, water, and sewer operations would be considered an asset.
  • Familiarity with asset management is considered an asset.
  • Strong written and verbal communication skills including a high aptitude and proficiency for report writing and editing.
  • Clear and confident presentation skills with the ability to address different audiences when required.
  • Excellent time management skills and ability to prioritize, multi-task, and delegate.
  • Proficient computer skills using Office 365.

Classification and Compensation:

  • Full-time permanent, including benefits and pension.
  • Hours of work are Monday to Friday from 8:00 am to 5:00 pm (37.5 hours per week)
  • Participates in earned Flex Day program.
  • The starting salary is $92,662 annually.
  • The salary will be based upon the successful candidate’s education, experience, and skills.
