Project Engineer

Summary

Reporting to the Director of Public Works, the Project Engineer will assist the Director in managing the County’s engineering and construction program, and will be responsible for the oversight of the delivery of assigned infrastructure projects; including the County roadway infrastructure, bridge structures, Jasper/Hinton Airport, the County drainage system, water treatment and distribution systems, wastewater collection and treatment systems, and solid waste management.

Key Responsibilities

Project Delivery

  • Coordinate, implement and supervise the delivery of various road, bridge, erosion, drainage and other projects as assigned.
  • Direct supervision of hired equipment and small contractors to ensure efficient project delivery.
  • Project cost estimating and control including checking invoices and preparing payment documents.
  • Coordinate any required utility adjustments required for planned construction projects.
  • To train staff, plan activities, assign work and monitor performance of a labour crew.
  • To ensure all assigned work is carried out in a safe manner as required by Council policy or legislation, to stop non-compliant work and to report infractions to Director of Public Works.
  • To liaise with other government departments and landowners for approvals required for project delivery.
  • To investigate and respond to complaints and requests by stakeholders and the traveling public.
  • Prepare, implement and monitor appropriate Traffic Accommodation Strategies for assigned projects.

Engineering and Operational Support

  • Collect roadway surface and appurtenance data necessary for the County’s asset management program.
  • Prepare detailed estimates of job costs.
  • Review and approve Terms Of Reference (TOR), RFP documents (Request For Proposal), TAS (Traffic Accommodation Strategy), ECO plan( Environmental Construction Operations), construction specifications and tender documents for all contracted infrastructure related projects.
  • Ensuring that engineering services provided by consultants are in accordance with County’s guidelines, standards, and policies.
  • Review and investigate Planning Department requests.
  • To assist with the preparation and delivery of contracts for gravelling, line-painting, brushing, grass-mowing, crack sealing or other contracts related to maintenance operations.
  • Assist in other related duties as assigned by the Director of Public Works.

Managerial

  • Aid in the planning of department activities and monitor the progress to ensure projects are completed on time and on budget. Review and manage the activities of department staff.
  • Prepare and submit all infrastructure grant applications.
  • Review and approve all terms of reference, specifications, and tender documents for all internal infrastructure related projects.
  • Manage the review of engineering drawings and inspections as part of the development agreement process.
  • Ensure the accurate reporting of construction deficiencies and manage the process for issuance of Construction Completion Certificates and Final Acceptance Certificates.
  • Manage the inspection and maintenance of County’s bridge infrastructure.
  • The position is responsible for the management of all workers or contractors assigned to him.
  • The position is responsible for the job site health and safety of those workers under his/her supervision as per the Occupational Health and Safety Act and Workers’ Compensation Act.
  • The position is responsible for the completion of performance reviews on each of the staff members under their direct supervision and upon termination of the employee.
  • The position is responsible for signing and approving time sheets for the staff under their direct supervision.
  • Monitors operational work units’ performance in compliance with accepted standards and prepares recommendations and reports for productivity and performance standard improvements.
  • Liaises with internal and external staff, government and outside agencies, contractors, consultants, and the public on road construction projects and provides technical information in response to inquiries.

Financial and/or Material Resources

  • The Project Engineer will monitor approved expenditures for the projects that are assigned to him/her and will ensure that materials purchased for use by Yellowhead County are purchased within the policy and approved budget of Yellowhead County.

Requirements

Education/Skills

  • University Education in Civil Environmental Engineering
  • Registered Professional Engineer in the Province of Alberta or A Civil Engineering Technology (CET) designation.
  • Valid Class 5 driver’s license with completion of Defensive Driving
  • Strong knowledge of Microsoft Office
  • Strong organizational and interpersonal skills
  • Excellent verbal and written communication skills
  • Five (5) years of experience in a rural municipal setting
  • Five (5) years of experience in the implementation and monitoring of capital construction projects

Working Environment

  • Primary outside work with some components in the office.
