Summary

The primary role of the Planner is to undertake complex planning projects including amendments to the land use bylaw and intermunicipal development plans as well as other initiates to support the work of the Planning Department. The Planner will be active in the review, processing and file management of ASPs and other long range planning projects.  This position is also involved in multiple concurrent projects and is required to work closely with municipal stakeholders, elected officials and the public. The Planner will draft reports, plans and policy, analyze applications and implications, undertake stakeholder consultation and represent Foothills County on various committees and boards.

Key Responsibilities

  • Provide accurate information, assistance and planning advice to the public, external authorities and organizations regarding the County’s goals and objectives, plans and policies, land use bylaw and application and appeal procedures.
  • Represent the County on various boards and committees, including but not limited to, the Inter-Municipal Development Committee and matters related to annexation.
  • Advise the Deputy Director of Planning and the Director of Planning on matters to support planning policy and other Department functions.
  • Attend meetings of the County Council with respect to planning matters as required.
  • Design and coordinate the delivery of public consultation process.
  • Actively participate on the Core Planning Team, contributing towards development, interpretations and implementation of planning policy and bylaw regulation.
  • Actively participate in meetings related to department activities and safety.
  • Research and prepare reports on current and emerging planning policy issues and other planning documents.
  • Monitor the performance and effectiveness of County Statutory Plans and the Land Use Bylaw.
  • Consult with area municipalities, other government agencies, developers, consultants, landowners and the public.

Requirements

Skills Necessary for the Position:

The Planner must possess the following skills and abilities:

  • Excellent communication, interpersonal, and public relations skills in order to communicate effectively and diplomatically with the public, elected officials and external stakeholders and developers.
  • Exceptional project management skills.
  • Demonstrated work ethic, can-do attitude and the desire to learn and be part of a team.
  • Sound judgement and decision-making, effective problem-solving abilities, time management, above average organizational skills are required.
  • Proficient with Microsoft Office Suite, some adobe applications and familiar with GIS applications such as Arcview.

Qualifications/Education and/or Experience:

  • Graduated from a recognized Post-Secondary Educational Institution in Planning or a related discipline.
  • Minimum of 3 years of experience undertaking a planning role with experience in policy and statutory plan development.
  • Provisional membership in the Canadian Institute of Planners.
  • Broad understanding of Provincial and Municipal land use and Planning legislation.
  • Valid class 5 Driver’s Licence.
