Key Responsibilities

Who We’re Looking For

The County of St. Paul is looking for a full-time Municipal Enforcement and Parks Coordinator based in our Public Works Shop.

The Coordinator is responsible for the education and enforcement with respect to the County’s Municipal Bylaws, investigating complaints and assisting within their authority. As bylaw plays a large role in our municipal parks, the Coordinator will also provide day-to-day instruction to parks staff during the camping season (typically from May to September).

What does this role look like?

Municipal Enforcement

  • Provide general bylaw-related information and education to the public.
  • Proactive patrols for bylaw infractions and to ensure appropriate penalties.
  • Prepare investigative reports and legal/court documents, liaising with legal council as required.
  • Monitor trends in inquiries and infractions to make recommendations on bylaw changes.
  • Provide assistance to the upkeep of County kennels, responding to dog/animal complaints and apprehending dogs at large.

Parks

  • Oversee and provide instruction on general maintenance of park sites and buildings.
  • Organize playground maintenance and repair as required.
  • Provide guidance regarding staff or public questions, concerns, or complaints.
  • Assist in hiring seasonal park attendant contractors and labour staff.

Requirements

What does this role need?

  • High school diploma or GED or equivalent, supplemented by training in bylaw enforcement, legal proceedings, and/or parks and recreation.
  • At least three (3) years of experience in municipal operations, at a team lead or foreman level.
    • An equivalent combination of education and experience may be considered.
  • Valid Class 5 Alberta driver’s license, with a clean driving record.
  • Satisfactory clean criminal record check, including vulnerable sector check.
  • Excellent verbal and written communication skills that allow for clear communication of complex matters.
  • Ability to exercise good judgement; to be open-minded, honest, and fair.
  • Possess or have the ability to obtain a Playground Inspector Certification and certification to operate pools/spray parks.
  • Ability to move or lift up to 50 lbs/23 kgs.
