Municipal Energy Manager

Summary

Reporting directly to the Corporate Initiatives & Intergovernmental Advisor and CAO, the Municipal Energy Manager will carry out environmental and sustainable initiatives identified by Council. The incumbent will perform research on best practices for Westlock County, seek out and apply for funding and work on a variety of energy management and sustainability projects. The position will focus on energy management planning, tracking energy use, and leading energy-saving projects to lead Westlock County towards a more sustainable culture. The Manager will also identify and prioritize energy-saving opportunities, distribute and share knowledge with the senior leadership team, and complete regular reporting on their progress and achievements among other activities.

This position will be involved in various phases of projects related to environmental sustainability providing insight, such as; funding sources, available technology, regulatory information or environmental best-practices, amongst others.

Key Responsibilities

Under the supervision of the Corporate Initiatives & Intergovernmental Advisor and CAO, the duties and responsibilities of the Municipal Energy Manager include, but are not limited to, the following:

Energy & Sustainability Initiatives – 50%

  • Develop Municipal Energy Management Plan, ensuring engagement with hamlets within Westlock County and other applicable stakeholders
  • Set environmental and economically sustainable targets and goals
  • Coordinate municipal and community actions required to achieve targets and goals
  • Review existing systems and recognize areas of improvement for the priority areas of energy efficiency, renewable energy, solid waste, transportation, the natural environment, and a green economy
  • Monitor results of the strategy and assess areas for improvement
  • Develop a Clean Energy Improvement Program for residents and businesses.
  • Energy benchmarking to track energy usage, compare energy consumption to similar buildings, and determine energy inadequacies in municipal facilities and fleet.
  • Identify a short-term and a long-term capital plan to implement plan recommendations
  • Deliver presentations to stakeholders identifying status updates, deliverable progress, lessons learned, and recommendations for future projects
  • Working with Council and leadership team to set specific, appropriate, measurable, and timely emission reduction targets and goals to achieve such targets
  • Managing MEM (Municipal Energy Manager) program responsibilities and municipal energy usage
  • Guiding the development and ongoing assessment of an MEM plan and monitoring its continual improvement
  • Creating municipal greenhouse gas inventories

Research & Solid Waste – 20%

  • Represent Westlock County by meeting with other municipalities and organizations in the region to learn about their sustainability programs and findings
  • Act as a resource for available grants and funding for projects
  • Coordinate municipal solid waste programs
  • Research on organic waste uses/management, recycling programs, and bio-solid disposal
  • Work with various non-for-profit organizations and volunteer groups to contribute to sustainability goals
  • Financial analysis of energy projects and identifying cost-saving opportunities
  • Identifying and prioritizing municipal energy-reduction or energy-generation funding opportunities (such as MCCAC programs)
  • Energy auditing of municipal facilities (or facilitation of an energy audit) which includes identifying, analyzing, and prioritizing energy-saving measures

Technical Support for Sustainability Projects – 15%

  • Provide insight and support on environmental projects, such as remediation and reclamation
  • Represent Westlock County on assigned committees and conducting research.
  • Review technical specifications, energy engineering calculations and cost estimates for energy efficiency and renewable energy projects
  • Operational analysis of energy conservation measures, identifying inadequacies and recommendations for equipment upgrades
  • Develop plans and strategies for coaching leadership and teams on how to reduce Westlock County’s energy consumption

Policy, Framework Development & Public Education – 10%

  • Develop environmental policy and update as necessary
  • Work with focus groups, management and council to develop a framework of sustainability policy to enhance our sustainable performance
  • Writing reports catering to both technical and non-technical audiences.
  • Quarterly and year-end progress reports highlighting the progress of energy management planning, energy-savings projects, and other deliverables.

Other Duties – 5%

  • Ensure that Westlock County’s Health and Safety Program as well as Occupational Health and Safety’s standards are followed
  • Promote a safe work environment, ensuring compliance with all government regulations, and Health & Safety policies and practices. Participation on the County’s Joint Health and Safety Committee as required
  • This position may be called on by the Director of Emergency Management to assist during states of local emergency
  • May assist others within the Legislative & Protective Services Department, when called upon, to provide administrative support as required
  • Perform other related duties as directed or assigned

Requirements

Education/Experience

  • Completion of bachelor’s degree program in environmental science, or technical diploma in a related field with focus on sustainability, climate change or concepts of energy efficiency, renewable energy, environmental management, or similar field
  • The following credentials are considered an asset (s): Certified Energy Manager (CEM), Energy Manager in Training (EMIT), Certified Engineering Technologist (CET), Certified Practitioner in Energy Management Systems (CP EnMS) or other similar certification, and willingness to pursue additional certifications and training
  • Minimum of two (2) years previous related experience within the environmental and sustainability field, or related field
  • A combination of experience and related education or other certifications in a related field may also be considered
  • Professional experience with energy systems, and processes and/or energy engineering principles, methods, and techniques considered an asset
  • Professional experience in climate change mitigation, greenhouse gas emission inventories, target-setting, energy management planning, energy engineering calculations and energy auditing considered an asset
  • Experience with the following systems is desired: HVAC, lighting, chillers and refrigeration, motors, variable frequency drives, compressed air, building envelope, renewable energy, and process equipment
  • Experience with energy benchmarking and energy benchmarking software considered an asset (e.g., RETScreen, EnergyStar Portfolio Manager)

Knowledge

  • Basic knowledge of the Freedom of Information and Privacy Act (FOIP)
  • Competency in the use of Microsoft Office Suite of products

  • Strong analytical, organizational, and communication skills
  • Confidence in conducting presentations and other written documents and communication materials
  • Ability to prepare and utilize spreadsheets, databases, and technical reports to monitor and communicate progress and specific metrics
  • Excellent judgement, interpersonal and customer service skills including the ability to deal effectively with external customers through awareness of their needs while adhering to policies and procedures
  • Ability to communicate effectively with all members in the organization, elected officials, consultants, vendors, builders, contractors, lawyers, developers, the public and others
  • Excellent organizational skills and the ability to set priorities to meet deadlines
  • Project management expertise to successfully deliver projects on time and budget
  • Exceptional interpersonal, relationship management, customer service skills
  • Ability to work with a team, foster strong relationships with internal and external stakeholders, and give and take direction to/from co-workers
