Now Hiring: Manager, Technology Operations & Cybersecurity (Competition #24-64)

Key Responsibilities

Parkland County has an opportunity for a permanent, full-time Manager, Technology Operations & Cybersecurity position in the Technology & Digital Services (TDS) department.  Reporting to the Chief Information Officer (CIO), the Manager, Technology Operations and Cybersecurity plans and manages the installation, configuration, implementation, operationalization, connectivity, access control, maintenance, support, and decommissioning activities to ensure seamless and good practice lifecycle management of back-office services. The Manager is also responsible for planning, controlling, monitoring, reporting, tuning, and recoverability functions for all infrastructure and services serving County information technology requirements. This position grows the Cybersecurity program for the County to ensure all data and systems are secure, accessible, operable, and appropriately controlled. The Manager is responsible for planning, monitoring, reporting, and tuning security systems and practices, including training, assessing (e.g. phishing and vulnerability), developing response protocols, and ensuring comprehensive policy and controls are available and well-purposed. This position performs ongoing evaluations of how Technology Operations and Cybersecurity is scoped in relation to County needs, developing associated adjustments to ensure a crucial focus on a made-in-Parkland County approach. The Manager ensures effective human and material resource management and value realization from all opportunities for TOC through collaboration with TDS staff, partners, and suppliers, other jurisdictions, County business units, and executive decision-makers.

Requirements

The ideal candidate for this position will have the following:

  • Post-secondary diploma or degree in Engineering, Computing or related discipline.
  • Information Technology Infrastructure Library (ITIL) certification, Control Objectives for Information and Related Technology (COBIT), or other IT Infrastructure/networking/data center, Cybersecurity, financial management, public administration, project management, vendor and contract management, or change management designation would be considered an asset.
  • A minimum of 8 (eight) years of experience of lifecycle implementation, operation, and management of computing services and devices in a diverse, public-sector environment, which includes enterprise-class cloud and on-premise data center services, networking, telecommunications, deskside and mobile office.
  • A minimum of 8 (eight) years of experience of growth and management of Cybersecurity Services in a diverse, public-sector environment, including developing procedures, standards, and guidelines for applying repeatable processes to the configuration and operation of Information Technology equipment and services.
  • Demonstrated experience with right-sized Disaster Recovery Planning. Implementation that is periodically tested and updated, as per industry standards and practices, for a public sector organization.
  • A minimum of 2 (two) years experience handling Technology Architecture review, planning, and development of roadmaps for ensuring technology and cybersecurity are current, relevant, secure, and resilient.
  • Valid Class 5 Driver’s License. Upon hire, a satisfactory current Driver’s Abstract must be provided.

The total rewards package for this position includes:

A starting annual salary of $109,500 to $136,900 based on a 35-hour work week and option to join the Earned Day Off Program.
