Manager of Operations

Key Responsibilities.

• • Developing and implementing operational policies, managing supervisory staff, monitoring performance metrics, and managing resources effectively.
  • Prepare and present comprehensive agenda reports and submissions for Council and Boards, ensuring budget compliance and supporting informed decision-making.
  • With the backing of the Director of Infrastructure, prepares and manages the annual operating and capital budgets aligning with the strategic goals and community needs.
  • Liaise with the Planning and Development Department on new developments, ensuring they meet infrastructure standards.
  • Recommend and implement efficiencies, ensuring that change management best practices are followed when introducing new processes or concepts.
  • Collaborate with the County Finance and Asset Management team to ensure accurate and sustainable tracking of finances for infrastructure maintenance, upgrades, and capital projects.
  • Provide compliance with Transport Canada to ensure the County’s Safety Fitness Certificate remains in good standing.
  • Respond to public and internal inquiries and concerns in a timely & professional manner.
  • Responsible for managing the design, contract tendering, and contract administration of capital operations projects.
  • Ensure that all applicable employees are in compliance with OH&S requirements, properly trained in OH&S-related topics, and have adequate and relevant training to enable them to complete their specific assignments in a safe and efficient manner.
  • Assist in other related duties as assigned by the Director of Infrastructure.

• Requires the ability to work independently, yet cooperatively with senior management and staff, in meeting the vision & strategic goals of Council and the municipality.
• Requires a strong ability to problem solve and to quickly adapt to change.

Administrative Responsibility

• Develop, review and amend programs, services, policies and bylaws as required.
• Strong technical writing skills and experience reviewing and or writing reports, contracts, and policies.
• Administers multiple programs, projects, tenders and contracts at a time.
• Maintains excellent records management and organizational skills.

• Is a liaison and works closely with other departments within the County to achieve similar goals
• Strong interpersonal, verbal and written, communication skills with the ability to work with the consultants, contractors, public, exterior organizations, stakeholders, and staff at all levels within the County in a highly dynamic environment.
• Ability to communicate effectively using courtesy, positivity, tact and discretion in dealing with requests, complaints and clarification of information.
• Strong commitment to teamwork, positive leadership, and excellence in public service.

Working Conditions

• Majority of the work is office-related, working for lengths of time in meetings, on a computer, or at a desk.
• Although limited, the position may involve some site visits to meet the department’s objectives.
