Summary

The Manager of Legislative Services administers the Town’s legislative functions and responsibilities, including procedural guidance and documents of Council, Board, and Committee proceedings, as well as the development, approval, and maintenance processes of bylaws and administrative policies. The Manager of Legislative Services is also responsible for conducting Town elections, by-elections, censuses, and referenda and will oversee the administration of freedom and information and privacy (FOIP) processes

Key Responsibilities

• Provide administrative support and coordination of logistics for council activities.
• Support the development, approval, communication, implementation, and monitoring of the Town’s bylaws, administrative policies, operation procedures, and legislative programs.
• Establish operating procedures, work methods, and standards for service delivery in Council meetings and public notices.
• Oversee and carry out the process of meeting scheduling, preparation and distribution of agendas and material for Council/Committee/Board and public hearings, preparation of bylaws, and distribution of all supporting material and minutes, decisions, instructions, and resolutions of the council to appropriate parties.
• Attend Council and committees of Council meetings, ensure meetings are conducted according to the Municipal Government Act, Council’s Procedure Bylaw, and Robert’s Rules of Order.
• Serve as Secretary to the Subdivision and Development Appeal Board and Municipal Clerk for the town of the Regional Assessment Review Board

Requirements

• Experience in managing a municipal election is preferred.
• Considerable knowledge of the Municipal Government Act, Robert’s Rules of Order, Local Authorities Election Act, and the Freedom of Information and Protection of Privacy Act is required.
• Post-secondary degree in public administration, political science, business, law, or a related field or has completed course work in local authority administration and three (3) years’ experience in a supervisory role in a municipal setting (preferably in a legislative role)
