The City of Brooks requires one (1) Manager of Engineering.

Purpose:
This position is responsible for coordinating and administering all aspects of engineering in accordance with Council-approved budgets. The Manager of Engineering Services ensures proper construction of infrastructure within the City by providing engineering advice and technical support to staff and the public and private sectors. This position is responsible for providing efficient and effective support, site inspection, quality control and survey confirmation.

Key Responsibilities

Roles & Responsibilities:

1. Capital Budgeting and Forecasting;
2. Establishes annual and long-range goals in concert with corporate priorities and budget;
3. Guides the growth and development of the community through long and short-range
planning, administrative recommendations, budget submissions and project coordination;
4. Provides recommendations on long-range infrastructure and transportation planning
regarding community growth;
5. Prepares options and recommendations on planning, development and engineering
projects requiring a higher level of detail and complexity;
6. Coordinates the preparation of annual and long-range operating and capital budgets and oversees and Monitors Engineering & Planning and Development Matters;
7. Plans, coordinates and implements capital works projects for City infrastructure, including transportation, utilities, and drainage;
8. Monitors approved budgets for compliance;
9. Retains, instructs and oversees engineering consultants
10. Liaises with developers, consultants and contractors on construction projects;
11. Coordinates and administers capital projects through project management, contract
management, meeting participation, development of agreements, scheduling, cost control
and documentation;
12. Coordinates, reviews and approves engineering submissions to ensure adherence to good
engineering practice and specifications, where applicable;
13. Coordinates with consultants on engineering design and analysis of municipal
infrastructure as required;
14. Review plans and specifications submitted by utility companies conducting work on City
property and liaises with them as required;
15. Supervises contractors and inspects the work of contractors;
16. Assists with the review and processing of land and building development proposals, providing advice and recommendations as required; coordinates and administers the work of ORRSC and other consultants as required;
17. Audits Processes and Systems / Quality Control;
18. Utilizes quality assurance techniques, departmental program evaluation and other similar tools to identify opportunities for improvement;
19. Solves problems and improves operations using creativity, innovation and best practices;
20. Ensures the provision of excellent customer service;
21. Develops and ensures the application of appropriate engineering standards for municipal projects under his/her direction and ensures that these are properly planned and constructed;
22. Establishes and modifies departmental service level statements to ensure services are delivered appropriately and in accordance with corporate priorities and budget;
23. Ensures departmental compliance with legislation, regulations, corporate policies, procedures and guidelines;
24. Ensures that appropriate operational systems, practices and procedures are in place;
25. Monitors and reports on the effectiveness of sediment and erosion control plans.

Reporting
1. Prepares reports and recommendations as required;
2. Attends, participates and presents reports in committees and Council meetings as requested; and
3. Prepares inspection reports.

Asset Management Responsibilities:
1. Development, implementation and coordination of the City’s Asset Management Plan;
2. Maintain and keep current the terms of reference, Asset Management Policy, Municipal Risk Register, measurement metrics or Key Performance Indicators (KPIs) and regulatory register;
3. Complete Asset Management initiatives as directed by the Asset Management Committee;
4. Collaborate with team members across the organization to determine a systematic approach to the development of Asset Management practices;
5. Develop and review a Strategic Asset Management Plan (SAMP) in alignment with organizational objectives.

Public Relations Responsibilities

1. Fosters positive relationships with internal and external customers;
2. Displays a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to staff, business and residents of the City of Brooks;
3. Liaises with and develops positive relations with stakeholders, residents, the business community, local boards and authorities, and the Provincial and Federal governments; and
4. Responds to public inquiries and complaints according to approved procedures.

Other Responsibilities

1. Ensures that activities are conducted safely and in compliance with Occupational Health and Safety and other safety regulations;
2. Acts as a resource and provides supporting information/documentation to other departmental staff across the organization as requested;
3. Assists with projects outside of the immediate area of responsibility as directed;
4. Responsible for Land Fill Reporting;
5. Undertakes the lead role in developing strategies to capture, enhance and maintain the City’s land-related data for the Geographic Information System as well as ongoing maintenance and other CAD mapping;
6. Prepares and maintains map information systems and;
7. Performs other related duties as assigned.

Requirements

Education & Experience:

1. Successful completion of a Civil Engineering Technology (CET) Diploma from a recognized post-secondary institute or a P.Eng.;
2. Minimum of one (1) to three (3) years of progressive experience in the applied field;
3. An equivalent combination of education and experience may be considered;
4. Valid Class 5 Driver’s licence with clean driver’s abstract;
5. Knowledge of municipal, highway engineering and construction practices, procedures and specifications;
6. Possess familiarity with municipal and provincial legislation;
7. Excellent public relations, customer service, professionalism, diplomacy and tact;
8. Excellent organizational, prioritizing and time management skills;
9. Strong decision-making and problem-solving skills;
10. Proficient with Microsoft Office, AutoCAD and Survey Pro;
11. Knowledge of ESRI (Arc-Map and Arc-Pad) is an asset;
12. Solid understanding of municipal budget planning, forecasting and management principles;
13. Ability to ensure all work-related information is kept confidential as per policy and in accordance with Freedom of Information and Protection of Privacy Act;
14. Ability to plan, prioritize and manage own workload, including the ability to tolerate frequent interruptions and still meet deadlines and;
15. Subject to a criminal records check.
