The City of Brooks requires one (1) Manager of Health and Safety in the Health and Safety Services Department.

PURPOSE:

This position oversees the provision of the Health and Health and Safety Programs for The City of Brooks.  The position participates as an active member of the Management Team within The City of Brooks  and oversees department staff who, together as a team, provide professional, administrative and technical support for all aspects of safety within the organization, which includes Health and Safety Program development and administration, accident investigation, injury prevention, full responsibility for overseeing WCB claims processes including return to work initiatives, and oversight of the occupational health & Health and Safety Programs within The City of Brooks.

Key Responsibilities

DUTIES AND RESPONSIBILITIES:

  • Oversees the planning, development, implementation, and promotion of Health and Safety Programs and Policies for the City of Brooks. Responsible for the development of corporate Health and Safety Programs and drafting and implementation of employee Health and Safety Policies.
  • Assist senior management with establishing short and long-term objectives for the Health and Safety Program as it relates to the organization and individual departments.
  • Evaluate Health and Safety Programs and ensure that they are efficient, effective, customer-service-oriented, and focused on achieving the City’s objectives.
  • Ensures that Health and Safety Programs are current with approved legislation and updated/revised accordingly to ensure compliance.
  • Evaluate organizational outcomes pertaining to the health and safety function and take a lead role in working with Department Heads to improve results.
  • Responsible for the Partners in Injury Reduction Program, working with Department Heads to ensure The City of Brooks maintains a certificate of recognition.
  • As required, assists Department Heads in monitoring safe working practices and ensuring that staff conduct regular site inspections at municipally owned or controlled facilities and construction projects.
  • Maintain working knowledge of all current applicable Occupational Health and Safety legislation and best practices and provide guidance, information, and recommendations for program implementation to Department Heads and members of the internal safety committee.
  • Responsible for developing the annual corporate Health and Safety budget in conjunction with the Deputy Chief Administrative Officer.

MANAGEMENT OF SUBORDINATE STAFF:

  • Responsible for all hiring, training, setting direction and evaluating the Safety Officer.
  • Coaches, develops, mentors, and leads by example.
  • Ensures appropriate training and development is offered.
  • Creates a high-performance culture with a strong team focus.
  • Conducts annual performance reviews.
  • Provides formal and informal feedback to subordinate staff.
  • Perform other related duties as assigned from time to time.

Requirements

EDUCATION AND EXPERIENCE:

  • Knowledge/experience in Occupational Health and Safety, with a minimum of three (3) years of experience in creating, implementing, and maintaining safety/risk management program(s), preferably in a municipal setting.
  • Ability to train, motivate, mentor, and evaluate subordinate personnel.
  • Possess a postsecondary degree in an accredited Occupational Health and Health and Safety Program combined with at least two (2) years of related experience or a combination of a diploma or advanced certificate in Occupational Health and Safety or related program supplemented by five (5) years of direct experience. Related diplomas or certificates would include the Alberta Municipal Health & Safety Association (AMHSA) Management System Certificate, Health and Safety Auditing, WHIMIS, Health and Safety Committee Training, WCB Return to Work Training, First Aid/CPR and the CRSP (Canadian Registered Safety Professional) designation.
  • Ability to effectively present to large audiences.
  • Ability to work with considerable independence and to demonstrate initiative and resourcefulness in establishing, prioritizing, and achieving objectives.
  • Possess strong oral and written communication skills that are applied during open, respectful, effective, and constructive interactions with other employees.
  • Ability to prepare/deliver/present in-house Health and Safety/ services training courses or Health and Safety Program initiatives.
  • Proficient in Microsoft Office.
  • In-depth knowledge of Adobe, Laserfiche, eCompliance, and MSDS Online would be preferred.
  • Ability to recognize problems, analyze and find creative solutions.
  • Ability to effectively work in a team environment.
  • Must have a valid Alberta driver’s license.
  • Must have an acceptable Alberta driver’s abstract.
  • Must be bondable and will be required to submit the results of a criminal record check.
