Manager, Community and Recreational Support

Summary

The Manager, Community and Recreational Support is responsible for implementing a management strategy for long-term facility planning and programming designed to meet the recreation and cultural needs and interests of communities within the County. They employ strategic planning principles to meet the needs of community groups, user groups, and the general public. The Manager will continue to champion an inter-departmental service review, working closely with the County’s Strategy and Performance Team and other impacted services.

The Manager, Community and Recreational Support guides and directs the department to ensure that organizational customer service expectations and standards are met or exceeded.  They guide and oversee several staff positions, coaching and mentoring to fulfill the mandate of the department.

Key Responsibilities

Strategic

  • Manage and implement partnership strategies for recreation facilities/assets, including the development of tactical plans, supporting partnership opportunities, maintaining stakeholder relationships, and overseeing project management, while ensuring alignment with departmental goals and service standards.
  • Implement strategic and business plans, optimizing service delivery by analyzing community needs and trends, and collaborating with other business units for resource planning, project management, and coordinated service delivery.
  • Stay current with relevant research, associations, trends, initiatives that will help the County maintain a ‘best practices’ approach to recreation service delivery.
  • Take lead in reviewing projects and workloads and makes recommendations on prioritizing projects aligning the Strategic Plan and departmental service plan, including costing, personnel required and resource allocation and ways to improve productivity.
  • Active involvement and regular participation in Council presentations, meetings, committees, open houses, regional collaboration, and community groups.
  • Liaise with members of intradepartmental committees involved in joint projects and initiatives.

Leadership and People Management

  • Plan, develop, organize, implement, evaluate, and direct the activities of the department, ensuring the fulfillment of project assignments within budget, with quality, and on schedule.
  • Set priorities and department workflow, providing each subordinate with achievable goals and resources.
  • Drive a high level of employee performance through effective recruitment and selection, coordination of employee orientation, development and disciplinary actions, as required.
  • Support and guide employees, provide advice, active listening, and know when to step in or allow for independence.
  • Conduct probationary and annual performance reviews and provide on-going feedback and coaching.
  • Participate in the management of employee relations in conjunction with Human Resources.

Operations

  • Develop and administer the department budget that provides for flexible, successful, efficient, and cost-effective services. Make recommendations regarding operating budget, workload, employee resources, minor and capital purchases.
  • Keep up to date on grants available through municipal, provincial, and federal governments and help the County access those grants.
  • Facilitate continuous quality improvement, changes and responsiveness to service increases, changes or decreases.
  • Oversee the execution and project management of department projects.
  • Maintain a working knowledge of departmental rules, regulations, policies, and procedures, and participate in their updating and implementation.

General Responsibilities

  • Attend and participate in inter-jurisdictional meetings and activities on an ad hoc basis.
  • Act in a professional and responsible manner to protect the integrity of employees and the business of Rocky View County.
  • Display a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business, and residents of Rocky View County.
  • Work in accordance with the requirements established by the RVC Health and Safety Program and the Alberta OHS Act, Regulation and Code.
  • Safeguard all RVC work areas from harassment, discrimination, and violence.
  • Ensure required departmental representation on the Health and Safety Committee.
  • Actively participate during County emergency response situations.
  • Perform other duties and special projects as assigned.

Requirements

Completion of a bachelor degree in a related field along with a minimum 10 years of progressively responsible and diversified experience in the realm of strategic recreational and community support planning, project management and community leadership. Demonstrated knowledge of a municipal government organization and recreation facility management.

  • Demonstrated leadership, coaching, mentoring, team building, and conflict resolution skills.
  • Strong understanding of change management methodologies to support the implementation of County priorities within the diverse communities across the County.
  • Demonstrated project management ability including the ability to manage complex projects with multiple stakeholders.
  • Strong business/technical writing skills.
  • Demonstrated time management, organizational, problem solving and decision-making ability.
  • Strong skills in public engagement with a diverse audience, professional platform mechanics and presentation style. Ability to hold audience attention and encourages audience engagement.
  • Well-developed communication and interpretation skills, with the ability to work independently and collaboratively in a multi-disciplinary team.
  • Enthusiastic about working inter-departmentally and across County service areas to solve problems.
  • Ability to exercise judgment, initiative, and creativity in an increasingly complex environment.
  • Ability to communicate effectively across different levels and influence stakeholders.
  • Demonstrated superior customer service skills to both internal and external customers.
  • Proficiency in MS Office Suite.
  • Possess a valid class 5 driver’s license.
  • Evening and weekend work may be required occasionally.
