Summary

The IT Project Management Office (PMO) Lead is a key role within the Business Relationship and Project Management Branch leadership team. This role oversees the creation and management of the organization’s IT project portfolio, ensuring alignment with strategic objectives, efficient resource allocation, and adherence to project delivery standards through established metrics. This position provides leadership and capabilities to support the organization’s transformation towards client centric, high-quality, reliable, and cost-effective solutions – underpinned by strong IT governance and management – in delivering programs and services to residents.

As a trusted advisor to ITS and client departments, this role aligns project portfolio and project management frameworks with strategic goals and business outcomes to support organizational priorities and business services. This position provides strategic planning, program management, project management, and operational management at a portfolio-wide level, leveraging advanced problem-solving and systems thinking expertise to address complex technical and non-technical issues, develop solutions, resolve issues, and provide executive-level advice and reporting to IT and business leadership throughout the organization.

Key Responsibilities

Key Responsibilities:

  • Lead and manage the Project Management Office (PMO) including developing and maintaining portfolio and project strategies, processes, tools, and methodologies including timelines, prioritization, and resource allocation
  • Manage Project Portfolio Management (PPM) services including project intake, prioritization, selection and scheduling of ITS projects and priorities
  • Facilitate conversations with department leadership and governance committees to assess risks, issues, opportunities, performance, and their impact on portfolio alignment and outcomes
  • Liaise with ITS resources, business clients, and IT vendors to ensure client priorities and issues are addressed promptly and effectively
  • Accountable for implementing changes to services following proper incident, problem, and change management practices, while maintaining alignment with IT standards
  • Lead and participate in related technology procurements, contract discussions, and negotiations, ensuring that the best solutions are selected and implemented effectively
  • Lead and mentor a team of IT professionals, fostering a collaborative environment that encourages innovation and continuous improvement

Requirements

Qualifications and Skills:

  • Bachelor’s degree in Computer Science, Business Administration, or another related discipline with a minimum of 7 years of experience in an IT environment; or a two-year Information Technology or Business Diploma with a minimum of 9 years of directly related IT experience.
  • 7+ years of experience in IT project management, with at least 3 years in a leadership role, preferably within a PMO
  • Proven experience managing complex IT projects and portfolios
  • Strong knowledge of PM and PPM tools and processes
  • Excellent written and verbal communication skills along with strong presentation and customer service skills
  • Ability to communicate effectively with staff with varying degree of systems understanding (none to expert) is required
  • Advanced ability to build and maintain relationships, communicate and collaborate with individuals, ability to find common ground, communicate progress and risks, and help others thrive in a continually changing environment
  • Ability to apply systems thinking and strategic management to understand the big picture while focusing on details, identifying connections, assessing impacts, managing risks, and uncovering opportunities
  • Strong attention to detail, ensuring accuracy and quality in deliverables
  • Advanced ability and experience working in a complex environment with competing interests and priorities
