Position Summary:

This position is responsible for promoting, coordinating, implementing, monitoring, updating, and overseeing all aspects of the occupational health and safety management system (OHSMS) for Mountain View County. This position includes providing leadership, hands on support, training, subject matter expertise, and resources to all county staff on various Occupational Health and Safety (OH&S) topics. This position oversees compliance with Alberta’s OH&S Act, Regulation, and Code, and works to maintain a Certificate of Recognition (COR) for Mountain View County through the Peer health and safety audit process. This position is also responsible for all administrative functions required, and for exercising independent judgement and action in organizing own work routines, handling routine work problems, and performing day to day activities.

Key Responsibilities

  1. Promotes OH&S within Mountain View County; participates in the development and review of job profile hazard assessments and control measures; and provides advice on incident prevention and occupational health and safety to management and employees.
  2. Maintains, updates, and communicates to all staff, occupational health and safety program manuals that address all regulatory and OH&S requirements, including the Health and Safety Manual, the National Safety Codes Safety and Maintenance Manual, and the Emergency Response Procedures Manual.
  3. Ensures that legislative revisions are made to the daily Pre/Post Trip Inspection books (as per NSC Standard 13 and record retention requirements), as required.
  4. Participates in the development and periodic review of safe work practices/job procedures, and other OH&S related policies and procedures, as required.
  5. Provides support to the joint worksite health and safety committee and ensures that all County staff has equal rights and access to OH&S programs.
  6. Conducts health and safety orientations for all new and internally transferred employees, as well as for other parties in the vicinity of the worksite, as required.
  7. Ensures that all employees, contractors, and visitors (on job sites) utilize the appropriate personal protection equipment (PPE) according to regulations and hazard exposures, such as CSA approved high vis clothing, dust masks, safety glasses, footwear, and hard hats.
  8. Conducts first aid kit inspections and PPE inspections at all County facilities; and participates in the completion of quarterly and bi-annual formal workplace inspections.
  9. Ensures, by regular auditing and reporting, that Mountain View County is aware of all legislation in relation to the use of their facilities, equipment, substances, as well as in all workplace activities.
  10. Leads the Chief Administrative Officer, and municipal representatives in the preparation of their annual health and safety budget by providing format and clearly organized financial documentation and reports.
  11. Conducts, or designates a facilitator to conduct, training sessions for management, supervisors, and workers, on health and safety practices and legislation.
  12. Maintains and updates training databases and logs and communicates OH&S related training to County staff.
  13. Identifies and have tested (if necessary) work areas for potential health hazards and ensure appropriate control methods are implemented.
  14. Assists in the supervision and investigation of workplace incidents and unsafe working conditions, studies possible causes and recommends remedial action.
  15. Conducts analysis of incident/injury statistics, and prepares month-end, quarterly and year-end reports.
  16. Assists in the rehabilitation of workers after accidents or injuries and makes sure they experience a satisfactory return to work, as required.
  17. Communicates frequently with management, by way of regularly scheduled meetings and written reports, the ongoing status on the County health and safety program.

Requirements

  • Completion of recognized health and safety designation or equivalent is preferred; example: Canadian Registered Safety Professional (CRSP);
  • Preference will be given to those candidates possessing municipal health and safety experience and education/training through Alberta Municipal Health and Safety Association;
  • Preference will be given to those candidates possessing AMHSA COR – Certified Auditor or the ability to obtain AMHSA COR Auditor certification;
  • Three to five (3-5) years of progressively hands-on experience preferably in a municipal health and safety environment;
  • Proven ability to demonstrate interpretation and application of applicable Health and Safety legislation in Alberta;
  • High degree of competency in using computers for presentation, reporting and analysis, able to use Microsoft based Programs to analyze large volumes of information;
  • Solid planning, organizing and problem-solving skills.
  • Effective management, team building, leadership, and supervisory strengths. Commitment to continuous improvement and excellent customer service;
  • Ability to communicate effectively using courtesy, tact, and discretion in dealing with requests, complaints, and clarification of information. Ability to work with the public and staff at all levels with minimal supervision in a multiple task environment.
  • Valid AB Drivers License – (no more than six (6) demerits)
