Summary

The Municipal District of Bonnyville No. 87 invites applications for the General Manager, Infrastructure Services. This position is responsible for the coordination of all activities related to water treatment and distribution, wastewater treatment and collection, storm water management, standard engineering design, road infrastructure maintenance, capital project planning and design, facility, and fleet maintenance.

Key Responsibilities

  • Demonstrate leadership and direction to all staff within the Infrastructure Services department.
  • Form an integral part of the executive team to provide guidance on overall organizational strategic planning and growth strategies.
  • Set organizational performance measures and subsequent evaluation methods in collaboration with the executive team.
  • In consultation with the CAO, ensure the goals and objectives of the Council are achieved.
  • Provide expertise, guidance, and recommendations to the CAO, executive team, and organizational leaders in all aspects of Infrastructure Services.
  • Implement and monitor the department’s business plan and annual budget.
  • Manage the approved operating and capital budget and remain compliant with municipal policy.
  • Manage infrastructure pertaining to capital project planning, design, and construction.
  • Manage the department’s projects ensuring the mechanisms have been identified to measure, monitor, and report activities in relation to transportation and infrastructure.
  • Plan, establish and direct an effective system to monitor fleet and facility maintenance.
  • Supervise the maintenance, repair, and operation of the water and wastewater systems.
  • Participate in the Regional Water Commission.
  • Promote a positive image of the department through strong community relations and committees (i.e. airport).
  • Provide governance in accordance with legislative processes and policies pertaining to the Infrastructure Services Department.
  • Ensure, through staff or consultants, the inspection, and evaluation of all bridges, and other major drainage structures within the municipality’s infrastructure.
  • Develop terms of reference for required consultant services, solicit, and evaluate proposals with a recommendation for consultant activities.
  • Develop positive team relations that encourage staff engagement within the department.
  • Perform other duties as assigned by the CAO in line with your qualifications, experience, and authority.

Requirements

  • Post-secondary education in Civil Engineering or Civil Engineering Technology. Must be a Professional Engineer (P. Eng), Professional Technologist (P. Tech.), Registered Engineering Technologist (R.E.T) or Certified Engineering Technologist (C.E.T.).
  • Minimum fifteen (15) years of progressively responsible experience in private and municipal environments.
  • Excellent interpersonal skills and demonstrated leadership ability.
  • Extensive field experience, as well as knowledge of road building procedures and maintenance.
  • Excellent communication skills, both verbal and written.
  • Ability to anticipate sensitive issues and practice effective diplomacy.
  • Proven problem-solving skills and the ability to manage stressful situations.
  • Demonstrated knowledge of the Municipal Government Act and Provincial Statues will be considered an asset.
  • Valid Class 5 driver’s license in good standing.
