We are currently seeking a full-time General Manager, Corporate and Planning Services (GM, CPS) to help lead that work during a time of transformation and change. Guided by a commitment to collaboration, innovation, and public service, the Town is focused on strengthening financial sustainability, enhancing organizational effectiveness, and building a resilient future for our growing community.

This executive role requires a high level of strategic coordination across departments, with an emphasis on long-range planning, continuous improvement, and alignment with Council’s strategic direction. The successful candidate will demonstrate strong political and organizational awareness, supporting effective decision-making and service delivery in a dynamic municipal environment.

As a key member of the Executive Leadership Team, this role provides strategic, operational, and forward-looking leadership across several departments, including Finance, Technology Services, Human Resource Services, Planning and Economic Development, Communications and Legislative Services. With five direct reports and a team of over 30 staff, the GM, CPS will also work closely with regional municipalities, the Government of Alberta, federal agencies, and other partners.

Key Responsibilities

  • Serve as a member of the Executive Leadership Team, providing strategic leadership and direction across Corporate and Planning Services.
  • Lead the delivery and integration of services, including Financial Services, Human Resource Services, Planning and Economic Development, Communications and Legislative Services and Technology Services.
  • Act as a key advisor and strategist to the Chief Administrative Officer (CAO), Council, and associated boards/committees on corporate planning, financial strategy, workforce development, and policy matters.
  • Provide mentorship and guidance to managers and departmental leaders, promoting a culture of collaboration, accountability, and continuous improvement.
  • Oversee the development and implementation of divisional business plans, ensuring alignment with corporate strategic priorities, financial parameters, and community needs.
  • Ensure the effective development and application of policies, bylaws, and strategies related to Corporate and Planning Services.
  • Provide executive oversight and strategic direction for Morinville’s annual operating and capital budgets, ensuring alignment with corporate priorities, sound financial stewardship, and compliance with legislation and policy.
  • Direct and support staff resource planning, recruitment, employee development, and performance management within the division.
  • Ensure consistent compliance with municipal, provincial, and federal regulations, as well as Morinville’s bylaws and policies.
  • Represent the division in securing external legal or specialist advice as needed to support operations and projects.

Requirements

  • 4-year bachelor’s degree in areas such as Public Administration, Management, or other administrative focus is required.
  • A master’s degree in Public Administration, Business, Finance or a similar administrative area is an asset.
  • Minimum 10 years’ experience at a senior-level management position.
  • Demonstrated leadership experience in one or more of the functional areas within Corporate and Planning Services, or equivalent cross-functional executive experience in a municipal or public sector environment.
  • Proven ability to communicate effectively, both verbally and in writing, including public presentations and report writing.
  • Experience in human resource management and supervision, including recruitment, performance management, and staff coaching.
  • Proficient with computer technology, including Microsoft Office programs such as Word, Outlook, and PowerPoint.
  • Satisfactory Criminal Record Check required prior to commencement of employment.
