This position provides fiscal oversight, financial reporting, budgeting services, accounting services, and business partner services to specified client groups for operating and all capital-intensive departments. This position has a significant focus on capital budgeting and reporting and therefore responsible for collaborating at all levels within the municipality and compliance to internal policy and accounting standards:

Key Responsibilities Include:
Job Duties
- Act as a key resource to assigned departments by providing fiscal oversight, financial reporting, accounting, budgeting, forecasting, and variance analysis.
- Ensure assigned departments understand fiscal responsibility, adhere to accounting practices, financial processes, and internal and external policies.
- Responsible for collaborating with internal and external municipal stakeholders to develop and compile the annual capital budget and 5-year capital financial forecasts as required under the Municipal Government Act.
- Responsible for developing funding allocation strategies for capital projects.
- Responsible for researching grant opportunities, completing applications, qualitative and quantitative reporting (compliance), internal and external collaboration, as required, to secure funding.
- Responsible for researching borrowing opportunities, debt analysis, process ownership including bylaw preparation, and compliance to the County’s internal debt management policy, lending facilities, and the Municipal Government Act.
- Responsible for annual budget presentation development respective to the capital program and assist, as required, with other budget related presentations.
- Assist with the annual operating and capital budget process preparation and coordination as required.
- Responsible for assigned department(s) operating and capital program monthly funding allocations, reconciliations, analytical procedures, continuity schedules, working papers, and reporting actuals against budget.
- Liaise with department and project managers to ensure operating and capital transactions are complete, accurately reported, and properly funded.
- Responsible for job costing and project accounting for capital projects.
- Assist in preparation of annual financial statements and execution of audit requirements.
- Responsible to be a financial systems subject matter expert for assigned departments operating and capital budgeting and financial reporting.
- Routine review, development, and maintenance of processes, procedures, policies respective to position and department responsibilities.
- Participate in system and process improvement initiatives to research, recommend, analyze, train, and support departments in use of technology or alternative practices to create savings and/or efficiencies.
- Participate in department lead and corporate supported projects as approved through the annual department and corporate planning process.
- Analyze and report on future reserve requirements through research and modelling on short and long term operating and capital plans.
- Assist and provide support with special project financial modelling as required.
- Assist and provide support within the County respective to Asset Management.
- Provide coverage, as required, to the alternate Finance Business Partner and Budget and Financial Planner.
- Complete projects assigned by Controller.
- Responsible for supporting the County’s Records and Information Management Program through the maintenance, control and disposition of the records for the department.
Adhere to applicable responsibilities and accountabilities as outlined in the Sturgeon County Health and Safety Management System
Requirements:
- Bachelor's degree in an accounting related field with a minimum of 3 years’ of relevant accounting experience or be enrolled in an accounting degree program with a minimum of 5 years of relevant accounting experience.
- An accounting designation or enrolment in an accounting designation program is considered an asset.
- Knowledge of government accounting and auditing as well as strong accounting skills.
- Excellent communication skills with the ability to work independently or as part of a team.
- Strong organizational skills with a keen attention to detail with figures.
- Excellent leadership and public relation problem solving skills.
- Ability to work under pressure and within restricted timelines with minimum supervision.
- Ability to deal with confidential information with a high degree of diplomacy.
