Summary

The Executive Director will be responsible for all program and business operations, including managing Barrhead FCSS assets; hiring, training, promotion, discipline and termination of employees; and establishing and maintaining policies. The Executive Director plans, administers and maximizes the Barrhead FCSS’s resources to provide the Barrhead District with high-quality programs and services and to fulfill the organization’s mission and goals. The Executive Director operates under the general direction of Barrhead FCSS’s Board of Directors.

Who We Are:
The Barrhead & District Family and Community Support Services (FCSS) Society is unique in that it is a society and provides three streams of programming. The first and primary stream is the partnership supported by the Government of Alberta and participating municipalities. FCSS develops locally driven preventive social initiatives to enhance the well-being of individuals, families, and communities. Barrhead & District FCSS Society is also a spoke to deliver Family Resource Network Programming, again focused on prevention programs for our children, families, and youth. Our third stream is community supported programming. These are programs which are solely funded by our generous communities and grants. One of the programs is a new community transportation initiative. We also manage the Barrhead Food Bank, which is a critical resource in addressing food insecurity and supporting families in need. Through a variety of programs, we work to build stronger, more resilient communities where individuals feel valued and supported.

Key Responsibilities

The Executive Director (ED) of Barrhead & District Family and Community Support Services (FCSS) holds full operational control of the organization, with authority delegated by the Board of Directors. This position is responsible for overseeing all aspects of the organization, ensuring the implementation of policies and programs, and reporting to the Board.

Communication to the Board

  • Keep the Board informed of significant events, operational successes and challenges, and the rationale for policy changes or the introduction of new policies.
  • Submit timely, accurate, and understandable data and information regarding the organization’s operations and performance.
  • Highlight internal and external issues, trends, funding requirements, changing regulations, and other relevant information to support informed governance decisions.

Delegation and Accountability:

  • The ED is responsible for the implementation of policies approved by the Board and is accountable for achieving the organization’s business goals within the Board’s established authority limits.
  • All authority delegated by the Board to staff is through the ED.
  • The ED has full access to the Board and is accountable only to the Board as a whole, not to individual Board members.
  • The ED is authorized to make decisions and take actions in alignment with Board policies. The Board will respect these decisions as long as the delegation is in place.
  • The ED must not engage in unlawful activities or actions that fail to meet business and professional ethics, violate funding or regulatory requirements, or breach Board-imposed constraints on Executive authority.
  • If the ED deems compliance with a Board policy unwise, they must notify the Board in writing.

Staff Leadership and Development:

  • Oversee the recruitment, hiring, training, supervision, and evaluation of staff and volunteers.
  • Provide mentorship, ongoing support, and professional development to staff to enhance performance and job satisfaction.
  • Foster a diverse, inclusive, and supportive work environment.
  • Set guidelines for volunteer staff activities and evaluate key staff performance.

Human Resources:

  • Ensure the health and safety of Barrhead FCSS employees, volunteers, and intern students.
  • Oversee the human resources functions, including recruitment, employee relations, training, feedback, discipline, and termination.
  • Maintain and regularly update employee policies, ensuring clear communication to all staff.

Financial Oversight:

  • Provide financial leadership, including the preparation of the annual budget, monthly financial statements, and addressing any financial challenges.
  • Oversee the timely preparation of the organization’s annual budget and audit.
  • Direct all financial operations, ensuring fiscal responsibility and accountability.
  • Pursue funding opportunities (grants, sponsorships, donations) to support program operations and expansion.

Public Relations & Community Engagement:

  • Act as the primary spokesperson for the organization, translating its mission and functions to the community.
  • Manage the marketing plan and communication materials, including media relations.
  • Advocate for policies that promote family well-being, equity, and social justice.
  • Raise awareness of community needs through communication campaigns, media relations, and public forums.
  • Cultivate and maintain positive relationships with community stakeholders, including government agencies, nonprofits, schools, and businesses.
  • Represent Barrhead FCSS at community events, forums, and meetings. Community and Investor/Donor Relations
  • Serve as the principal spokesperson to external stakeholders, including investors, donors, government agencies, and other professional organizations.
  • Build and maintain relationships with local government units and other service-oriented organizations.
  • Manage client relationships and coordinate related activities with the Board.

Fund Development and Planning:

  • Lead efforts to secure appropriate funding from private, governmental, and foundation sources, with direct Board involvement.
  • Evaluate Barrhead FCSS services in relation to strategic goals and recommend modifications as necessary.
  • Inform the Board of Directors about new programs and monitor program outcomes, impact, and effectiveness.

Operations and Legal Compliance:

  • Recommend policies to the Board for the effective and efficient operation of the organization and its programs.
  • Implement all approved policies and oversee the administration of financial and physical resources.
  • Ensure compliance with legal obligations and regulations affecting Barrhead FCSS.

Strategic Leadership:

  • Develop and communicate a clear vision and strategic direction for family and community programs and services.
  • Lead the development and implementation of policies, procedures, and initiatives to achieve organizational goals.
  • Promote a culture of innovation, collaboration, and excellence in service delivery.

Program Development and Management:

  • Identify community needs and trends to inform the development and enhancement of programs.
  • Design, implement, and evaluate programs that address the needs of families and communities, ensuring compliance with regulations, standards, and funding requirements.

Emergency Social Services: 

  • Oversee the delivery of Emergency Social Services for the Town of Barrhead and the County of Barrhead.

Requirements

  • Post-secondary degree in a related field preferred (experience considered).
  • 10 years of working experience in a management capacity.
  • Strong interpersonal skills and have ability to work independently and/or as part of a team.
  • Strong written and verbal skills with the ability to communicate effectively and efficiently.
  • Must provide clear RCMP or police security clearance.
  • Politically and culturally sensitive.
  • High level of critical and logical thinking, analysis, and/or reasoning to identify underlying principles, reasons, or facts
  • Excellent verbal, written and presentation skills.
  • Must have intermediate experience in MS office programs.
  • Ability to work independently and as part of a team.
  • Ability to develop policies and procedures.
  • Proven ability to supervise, motivate, train and monitor the performance of a team.
  • Ability to conduct effective presentations.
  • Ability to communicate in a friendly and informative manner with people from a wide variety of cultural and ethnic backgrounds and lifestyles.
  • Ability to work independently and possess strong time management skills
  • Ability to supervise and train employees, including organizing, prioritizing, and scheduling work assignments.
  • Solid negotiation, conflict resolution, and people management skills.
  • Excellent teamwork and team building skills.
  • Good training, coaching, and mentoring skills are essential

Work Conditions:

  • Travel may be required.
  • Manual dexterity is required to use a computer and peripherals.
  • Overtime as required.
  • Intermittent physical activity includes walking, standing, sitting, and lifting.
