Summary

County of Barrhead is seeking a highly motivated and experienced individual to fill a NEW permanent full-time Director position that will report directly to the CAO.  The successful candidate will lead the creation and management of this new department that includes Planning & Development, Economic Development, and Agriculture & Environment.

Key Responsibilities

  • Plan, prioritize and manage all activities and resources required for the operation of the Department to ensure compliance with relevant legislation, regulations and policies that guide the growth and development of the community. This includes overseeing activities related to planning & development, economic development, tourism, agriculture services & extension and conservation.
  • Prepare, control and monitor operating and capital budgets and financial plans for the Department.
  • Implementation of the County Economic Development Plan and Agricultural Services Business Plan.
  • Actively participate as a member of the Senior Management Team to support the CAO in strategic planning, budgeting and developing policies, procedures and programs for the County.
  • Cultivate effective relationships and networks with other departments, residents, producers, business owners, regional partners and other levels of government.
  • Prepare, review and monitor grant applications, tenders, RFPs, and contracts.
  • Prepare reports for and attend Council, Committees and other meetings as directed by CAO.
  • Monitor project progress and performance and implement strategies that improve municipal operations.
  • Participate in corporate HR management processes and procedures under your supervision.
  • Ensure implementation of and compliance with the County’s Health & Safety Program.

Requirements

  • Post-secondary education in a related field such as but not limited to Planning, Economic Development, Tourism, Agriculture, Environment, Public Administration, Business and Management.
  • Minimum 5 years progressively responsible leadership preferably in a municipal environment or demonstrated knowledge &/or interaction with municipalities. Equivalent combination of education & experience may be considered.
  • Strong working knowledge of relevant provincial legislation, municipal bylaws and policies as relates to the various disciplines in this department.
  • Proven project management & communication skills.
  • Experience in budgeting, strategic planning, program design & evaluation, grant & contract administration, extension and public engagement.
  • Ability to work with multiple stakeholders using an interest-based approach
  • Valid Class 5 Driver’s License
  • Must provide a clear criminal record and vulnerable sector check conducted by the RCMP
