Summary

Athabasca County is seeking an experienced and strategic leader for the role of Director of Infrastructure. Reporting to the Chief Administrative Officer, the Director of Infrastructure is responsible for ensuring the efficient operation and maintenance of Athabasca County’s public works, utilities, parks, agricultural services, and other essential facilities within the municipality. This role plays a vital and fundamental part of overseeing the planning, development, and management of all infrastructure projects for the municipality.

The ideal candidate will have a degree in civil engineering, public administration, or a related field, with 5-10 years of senior-level management experience, ideally in a municipal setting. Consideration may be given to those with an equivalent combination of education and experience.

Key Responsibilities

Project Management: Oversee the implementation of infrastructure projects, including the construction, renovation, or maintenance of roads, bridges, county buildings, utilities, and other essential facilities. Oversee the County’s gravel program through the management of current gravel pits and inventory. Lead in the development of future gravel sources through coordinating crushing programs and/or developing new gravel sources.
Budgeting and Resource Allocation: Prepare and manage the department’s budget, ensuring that allocated funds are utilized effectively and in accordance with regulatory requirements. Allocate resources appropriately to various projects and initiatives. Anticipate municipal needs in the short, medium, and long term and plan, budget and supervise activities in a timely and efficient manner.
Team Leadership: Supervise and provide guidance to personnel involved in infrastructure development and maintenance.
Stakeholder Engagement: Collaborate with other government departments, community organizations, contractors, and consultants to ensure alignment and coordination of infrastructure projects. Engage with the public, addressing their concerns and gathering feedback. Ensure that all work within the responsible delivery areas is carried out in a safe manner as required by Municipal Safety Policy and legislation and is responsible to stop work not in compliance.
Regulatory Compliance: Stay updated on relevant regulations, codes, and standards related to infrastructure development. Ensure that projects adhere to legal and safety requirements, to include public awareness, particularly on projects or changes in policy that will directly affect on-site residents or different user groups.
Maintenance and Asset Management: Develop and implement maintenance programs to ensure the longevity and optimal performance of infrastructure assets. Monitor the condition of facilities, address maintenance issues promptly, and plan for future upgrades or replacements. Manage the interface with Engineers and Consultants working on behalf of the County.
Sustainability and Resilience: Integrate sustainable and resilient practices into infrastructure planning and development, considering environmental impact, energy efficiency, and climate change adaptation.
Data Analysis and Reporting: Utilize data and metrics to assess the performance and effectiveness of infrastructure projects. Prepare comprehensive reports for government officials, highlighting achievements, challenges, and recommendations. Participate in strategic planning, annual and long term operational or capital planning, budget planning and coordinate specific service delivery planning processes.

Requirements

Post-secondary degree in Civil Engineering, Public Administration, or related field.
Minimum of 5-10 years of senior-level management experience, preferably in a municipal setting.
An equivalent combination of education and experience may be considered.
Proven leadership and managerial skills, with the ability to inspire and motivate a diverse team.
Demonstrated project management abilities, including budgeting, scheduling, and resource allocation.
In-depth knowledge of infrastructure systems, construction techniques, and relevant regulations.
Strong analytical and problem-solving skills, with the ability to make data-driven decisions.
Ability to establish and maintain effective working relationships with Council officials, staff, private and community organizations, developers, contractors, and other members of the public encountered in the course of work.
Familiarity with sustainability practices and emerging trends in infrastructure development.
Proficiency in Microsoft Office, and relevant software tools and technology used in infrastructure planning and development.
Strong understanding of the principals and practices of public administration, including asset management, budgeting, purchasing, maintenance of public records and long-range planning.
Valid Class 5 diver’s license and clear criminal records check.
