Summary

County of Barrhead is seeking a full time, permanent Development Officer. Reporting to the Director of Rural Development, this position will undertake a variety of planning and economic development activities and be responsible for ensuring the efficient day to day operation of the planning and development needs of the County.

Key Responsibilities

  • Manage application review process ensuring files are processed in a timely, consistent and efficient manner.
  • Analyze & process applications for Development Permits, Subdivisions (supported by external Planner), Land Use Bylaw amendments, issue Compliance Certificates, and referrals in accordance with legislation, bylaws & policies.
  • Provide assistance to applicants, adjacent landowners, and stakeholders to improve understanding of processes.
  • Prepare development agreements, encroachment agreements, road widening agreements & caveats as required.
  • Ensure all necessary information is collected, advertised and proper notifications are given as required by MGA.
  • Investigate inquiries and complaints regarding compliance with Land Use Bylaw and work with landowners and developers to facilitate resolution of issues and achieving compliance.
  • Work collaboratively with Enforcement Services to issue warning letters and/or Stop Orders on developments that are in contravention of the Land Use Bylaw or other enforcement and land related issues.
  • Coordinate & implement economic development activities, business development and other special initiatives.
  • Attend and present at meetings of Council, Municipal Planning Commission, Subdivision Authority, Subdivision & Development Appeal Board, Land & Property Rights Tribunal and any other meetings as assigned.
  • Maintain & manage the County’s GIS system (Catalis/Munisight).
  • Maintain land file information as it relates to development and planning processes.

Requirements

  • Post-secondary diploma in Planning or Applied Land Use Planning or a related discipline.
  • Minimum of 2 years’ related work experience in municipal development, planning or land use compliance.
  • Knowledge of relevant legislation, development permitting & land use compliance with experience in a rural planning environment considered an asset.
  • Proficient with computers and MS Office; knowledge & proficiency with GIS applications is an asset.
  • Impeccable attention to detail, with a high level of accuracy, strong planning, analytical and organizational skills
  • Excellent written & verbal communication skills, with ability to maintain a professional & positive image.
  • Customer service aptitude, ability to deal with difficult and sensitive situations with tact and diplomacy.
  • Self-motivated and independent, comfortable working with minimal direction and as part of a team.
  • Strong sense of work and personal ethics and a commitment to client confidentiality.
