Summary

Smoky Lake County invites qualified candidates to apply for the position of Community Peace Officer (CPO). Reporting to the Chief Administrative Officer, the CPO will provide provincial statute and municipal bylaw enforcement services within the County. This position also maintains and sustains the County’s Community Peace Officer and Bylaw enforcement programs.

This full-time, permanent position occasionally works on weekends, statutory holidays, and evenings, particularly during the summer seasons. Embracing rural living and making a difference in our community, the CPO will demonstrate exceptional conflict resolution, mediation, communication and enforcement skills. With respect, patience, integrity, and confidentiality the CPO represents our municipality in a positive manner, understanding and mitigating concerns, while enhancing community perceptions of safety and increasing local RCMP Member’s capacity to continue to respond efficiently and effectively to calls for service.

The CPO is appointed as a Municipal Bylaw Enforcement Officer, pursuant to the Municipal Government Act, and is responsible for the enforcement of municipal bylaws including but not limited to: Off-Highway Vehicle Control, Animal Control, and Land Use Bylaw. Enforcement duties may include receiving complaints and inquiries, investigating complaints, advising responsible parties of infractions, seeking compliance through education and/or providing direction and, when required, taking remedial and/or enforcement action against the responsible parties, and assisting mediation between neighbour disputes.

The CPO may also enforce any provincial statues of a regulatory nature for which enforcement authority has been granted, through the terms of a Peace Officer Appointment, including but not limited to: Animal Protection Act, Dangerous Dogs Act, Environmental Protection and Enhancement Act, Part 9, Division 2, Fuel Tax Act, Gaming, Liquor, and Cannabis Act, Petty Trespass Act, Provincial Administrative Penalties Act, Provincial Offences Procedure Act, and Traffic Safety Act.

This position offers a robust salary including an excellent benefit package and Local Authorities Pension Plan (LAPP), working 40 hours per week with some shift work required.

Key Responsibilities

• Patrol, respond and investigate any nuisances and complaints relating to municipal bylaws and Provincial statutes.
• Issue violation tickets and warnings.
• Liaise and collaborate with RCMP officers and other enforcement agencies as part of joint or mutual investigations, or during enforcement of municipal and provincial laws, and assist in emergency/disaster responses under the direction of the Director of Emergency Management as
per the Emergency Management Plan.
• Undertake training and professional development to ensure that licensing and permitting requirements are met.
• Ensure accurate reporting and record keeping of statistics as required and/or mandated by the Solicitor General’s office, Public Security Peace Officer’s program and County Office.
• Ensure that all equipment and patrol vehicles are maintained properly.
• Maintain a safe working environment and report all safety concerns to direct supervisor.
• Liaise with RCMP, Provincial agencies, and Fire Departments as required.
• Provide weekly, monthly, and annual reports, as require from time to time.
• Participate in the preparation of annual budgets for enforcement activities.
• Provide effective public relations between the County and its residents.
• Perform other duties as assigned from time to time.
• Take the official oath as prescribed in the Peace Officer (Ministerial) Regulation AR 312/2006.

Requirements

• Peace Officer Level 1 (CPO1) Certification in accordance with the Alberta Peace Officer Act and its Regulation.
• Specialized training including Baton, O.C. Spray, Commercial Vehicle Weight Enforcement, Traffic Enforcement (radar).
• A satisfactory Criminal Record Check including a Vulnerable Sector Check and Provincial Drivers Abstract Reports as a condition of employment.
• Understanding of the Alberta Peace Officer Program, the court system and trial process, Peace Officer appointments and jurisdiction, Municipal and Solicitor General Policy and their application.
• Knowledge of Municipal Bylaws, Traffic Safety Act, Municipal Government Act, court and legal process and related regulations.
• Competent computer skills and high attention to detail.
• Physical capability to safely conduct long foot patrols and frequent moving in and out of vehicles without causing undue risk of harm to self.
