Communications and Community Engagement Specialist

Reporting to the Director of RCMP & Enforcement Services, the Communications and Community Engagement Specialist is responsible for providing a full range of services including public relations, issues management, event planning, and marketing and communication strategies. This position contributes to the organization’s efforts for community safety and acts as a Strathcona County brand ambassador playing a key role in being a change champion and driver for positive workplace culture.

Key Responsibilities

Responsibilities:

  • Develop communication plans, establish goals, target audiences, innovate mediums and evaluation methods to effectively address communication requirements
  • Identify emerging issues, trends, and opportunities and implement strategies to reach department objectives
  • Work with Enforcement Services and the RCMP to provide strategic issues management including articulating issues briefs in an accurate and timely manner ahead of media releases for Elected Officials and Executive Team Members (may also include preparing media releases for issue, and support RCMP media relations operations)
  • Lead the development/implementation of the department’s annual communications strategy and communications projects which include photography, videography, graphic design, website, print, advertising, and social media
  • Ensure corporate communications, corporate branding and associated standards are met, as well as support and develop corporate initiatives such as branding, digital media or social media
  • Manage the departments online presence which includes corporate social media accounts, Insider pages, department SharePoint pages, external web page updates, and biweekly newsletters
  • Research and develop communications including themes and key messages for a wide variety of mediums and audiences such as annual publications, eNewletters, signage, social media web, advertising, surveys, marketing/brochures, and various internal documentation
  • Develop and manage public engagement/ consultation strategies and report results to support programs and services
  • Participate with the Public Engagement team to provide support for department public engagement
  • Coordinate any department media opportunities and work with managers to develop appropriate key messages, providing briefing notes and background when required
  • Procurement and distribution of promotional products for community events including management of promotional budget
  • Liaise and maintain involvement with relevant internal/local/regional committees and community partners
  • Promote and maintain excellent stakeholder relations and positive image for RCMP and Enforcement Services in Strathcona County

Requirements

Qualifications and Skills:

  • Post secondary Degree or Diploma in Marketing, Communications, Journalism, Public Relations or Graphic Design with 2 to 4 years experience in a communications role
  • Experience in a policing environment is an asset
  • Sound knowledge and experience in marketing, communications, customer service, public relations, public engagement, and special event planning
  • Excellent interpersonal skills with the demonstrated ability to build and foster strong working relationships
  • Ability to work independently and as part of multiple teams
  • Demonstrated leadership skills in management, team building and mentoring
  • Strong organizational, time management and project management skills
  • Excellent communication skills (written and verbal) with strong listening abilities
  • Knowledge and experience of Strathcona County structure, organizations, departments, practices, and services is an asset
  • Proficient using the complete Microsoft Office package, desktop publishing software such as Adobe Creative Suite, online county resources such as Canva to create digital media products, and experience in SharePoint and web management systems

Conditions of Employment:

  • Ability to obtain RCMP Enhanced Reliability Security Clearance
  • Valid Alberta Class 5 Driver’s license, submission of a 5-year Driver’s Abstract with less than 7 demerits and reliable personal transportation
