Summary

The permanent, full-time Associate Project Officer provides support for the delivery of all project stages of the Capital Plan for transportation-related capital projects as assigned; ensuring projects are completed within budget and in compliance with all applicable specifications, standards, and regulations.

Key Responsibilities

Project Monitoring, Analysis and Recommendations (35%)

  • Develops project terms of reference, review proposals and manages consultants, contractors, and contracts/budgets as necessary to support the work of the Transportation and Engineering Services Division
  • Assists in the preparation of tender documents and bid evaluation processes.
  • Assists in preparing and updating project schedules and plans for assigned projects, including project charters, scope statements, work breakdown structures, schedules, and estimates.
  • Helps maintain a project status issues log and report to the Senir Infrastructure Engineer regularly on the status of all assigned projects.
  • Assists in monitoring budgets, reporting variances, and making year-end projections.
  • Conducts site visits to monitor project progress and ensure compliance with plans and specifications.
  • Gathers and documents data from the site, including measurements, observations, and photos for reporting purposes.
  • Supports in preparing, monitoring, and reporting on construction progress, schedules, and identifying any variances during all phases of work.
  • Assists in the coordination of quality assurance and quality control activities.
  • Support in the review and approval of contractor/subcontractor invoices and progress claims.
  • Assists in reviewing project implementation and providing feedback to consultants, contractors, and the Senior Infrastructure Engineer on quality, compliance, scheduling, and overall project delivery performance.
  • Helps review and approve all progress and final payments.

Project Management (25%)

  • Assist in the preparation and management of project schedules and timelines.
  • Coordinate and communicate with project stakeholders and team members.
  • Help monitor project progress and track key milestones.
  • Assist in the preparation of project reports and documentation.
  • Support the management of project budgets and financial records.
  • Participate in project meetings and take detailed notes.
  • Help identify and mitigate potential project risks.
  • Assist with the procurement and management of project resources and materials.

Project Execution (20%)

  • Undertakes and/or coordinates research, environmental scanning, and analysis for infrastructure in support of various Transportation and Engineering priorities.
  • Assists in executing various stages of projects related to the Capital Plan and strategic initiatives.
  • Supports cost-effective project delivery by participating in project activities, exploring alternative methods, and using internal resources where possible.
  • Follows standards for proposed construction projects and reviews designs for compliance with Transportation and Economic Corridor specifications and Provincial and Federal Environmental regulations.
  • Works with Operations to include all operational requirements and inputs in the design.
  • Conducts research on alternative and innovative construction and project delivery methods.
  • Aids the Senior Infrastructure Engineer in preparing the Multi-Year Capital Plan, including assessments of roads, bridges, and drainage projects.
  • Collaborates with other Sturgeon County staff to assist with project management tasks and ensure a consistent project management approach.
  • Helps develop communication plans, including notifications to landowners, signage, website updates, and other mediums as required.
  • Coordinates with stakeholders such as consultants, contractors, and internal teams to ensure project success.
  • Verifies quantities and ensures all specifications are met according to tender documents.
  • Assists in coordinating pre-construction, progress, post-construction, and site meetings.
  • Responds promptly and positively to internal and external customer requests for information regarding transportation capital projects.
  • Assists in construction completion and final acceptance inspections and the issuance of respective certificates.
  • Helps complete all project closure requirements.
  • Documents construction deficiencies and conducts follow-up inspections to confirm that these deficiencies have been corrected before issuing the construction certificate and final acceptance certificates.

Project Preparation (15%)

  • Coordinates with various internal and external departments to collect relevant project data and information.
  • Prepares and organizes project documentation.
  • Arranges meetings related to project planning.
  • Helps identify project risks and mitigation strategies and supports the preparation of project budgets and cost estimates.
  • Assists in identifying key stakeholders, understanding their requirements, and maintaining and updating project tracking tools and databases.

Other Related Duties (5%)

  • Supports the implementation of health, safety, and environmental protocols on site.
  • Assists in the resolution of day-to-day project issues and conflicts as they arise.
  • Collaborates with other departments or teams involved in the project to ensure alignment and coordination.

Requirements

  • A post-secondary bachelor’s degree in civil engineering.
  • Registration with APEGA as an E.I.T, or eligible for registration
  • A minimum of three (3) years of experience in the public and/or private sectors working with an engineering consultant or a construction contractor on a variety of municipal infrastructure projects, with a focus on road construction.
  • Experience in infrastructure planning, municipal engineering, project management, and construction management are all valued for this position.
  • Strong working knowledge of Civil Engineering design principles and practices associated with municipal infrastructure including construction methodology,
  • procedures and materials associated with municipal infrastructure.
  • Specialized knowledge and skills in the collection, analysis and interpretation of infrastructure, economic, physical, social, environmental, and other data.
  • Must possess strong verbal and written communication skills using courtesy, tact, and discretion in dealing with requests, complaints, and clarification of information.
  • Ability to apply sound judgment and being accountable for any decisions undertaken.
  • Strong technical abilities to complete technical design drawing reviews, advise, and direct contractor, and lead technical inspections.
  • Strong time management skills and ability to respond to often heavy and shifting workload.
  • Ability to pre-plan understand operational matters as it pertains to Sturgeon infrastructure systems.
  • Excellent interpersonal and collaboration skills; ability to establish trust and credibility with colleagues and stakeholders and consultants.
  • Advanced technical, writing and presentation skills, the ability to prioritize tasks, and to provide creative solutions to challenging problems.
  • Strong research and analytical abilities including attention to detail.
  • Ability to investigate and formulate an informed position on a range of proposed infrastructure initiatives, including undertaking risk/benefit analysis and conducting life-cycle assessments to ascertain project merit.
  • Capability to identify discrepancies in the contractor’s work on the construction project that do not conform to the project specifications.
  • Competence in selecting the appropriate repair strategy according to the specifications of Transportation and Utility Corridor or industry best management practices for addressing deficiencies in assigned road projects.
  • Ability to work in a team environment or independently, with the ability to take initiative and be self-motivated, and demonstrate a commitment to continual learning.
  • Proficiency with Microsoft Office suite of products.
