ASSISTANT CHIEF ADMINISTRATIVE OFFICER

SUMMARY
The Office of the Chief Administrative Officer (CAO) leads, coordinates and provides oversight for the management and administration of all departments to ensure Greenview is accomplishing Council’s priorities and the public’s goals.
Reporting to the Chief Administrative Officer (“CAO”), the Assistant CAO serves as a member of the senior leadership team. The Assistant CAO is accountable to the Chief Administrative Officer and responsible for ensuring full execution of all the capital projects and operations approved by Council.
Key Responsibilities Include:
- The Assistant CAO will provide administrative guidance to assigned departments, assist with budget development and administration, monitor internal controls and coordination of Greenview’s programs and assist in the development and presentation of long and short term strategic plans.
- Assumes the authority and duties of the CAO in an acting capacity when the CAO is absent.
- Develops and implements procedures to bring Greenview into compliance with provincial and federal policies, rules and regulations.
- Assists the CAO as assigned, usually on a project basis.
MAJOR
- Works under the general direction of the Chief Administrative Officer.
- Assists with the preparation and submission of applicable reports and recommendations to Council.
- Assists the CAO in managing interactions with the community and other stakeholder groups and effectively managing operational issues.
- Oversees the management of the Community & Municipal Grants Programs.
- Assists the CAO with the development of and work towards Council Strategic Plans and projects.
- Acts on issues presented by internal and external clients in the event of the unavailability of the CAO.
- Assists in external governmental relationship development.
- Assists in refinement of business systems, programs & services as required.
- Identifies & develops opportunities for regional collaboration.
- Assists with budget development and administration, monitors internal controls and coordination of programs and assists in the development and presentation of long and short term strategic plans to meet the organizational and developmental needs of Greenview.
- The successful candidate will be expected to be an effective mentor and leader for staff with a demonstrated track record for setting a positive example of competence, professionalism, trust, energy and work ethic, promoting good organizational health and high morale.
MINOR
- Upon request of the CAO, represents Administration at Council and Committee meetings.
- Acts as a liaison with other municipalities, agencies and levels of government.
OCCASIONAL
- Perform other duties and special projects as assigned
Requirements:
- A degree in a related field, coupled with substantial experience in senior municipal administration.
- A suitable combination of education & experience may be considered.
- Extensive experience in a managerial capacity, in regards to operational budgeting, capital expenditures, and employee management.
- Excellent working knowledge of the principles and practices of municipal finance.
- Knowledge of the MGA and other legislative and procedural requirements is required.
- A broad understanding of municipal government processes and legislation.
- Proficiency with Microsoft Word, Excel, Publisher and PowerPoint.
- A minimum of 5 years of Municipal experience.
- A minimum of 5 years of experience in a Senior Management position.
- Class 5 driver’s license.

- Ability and interest to stay current with new technologies and technological advances.
- Excellent writing, editing, verbal and analytical communications skills.
- Strong organizational skills to prioritize multiple projects simultaneously and meet established deadlines.
- Ability to interact well with, and respond to inquiries from all levels of staff, including Management, Council and Ratepayers.
- Ability to develop and nurture productive business relationships with internal and external partners.
- Work collaboratively and cooperatively with others to produce innovative solutions and resolve problems.
- Ability to appropriately handle sensitive and confidential information.
- Ability to interpret, implement and adhere to organizational policies and procedures.
WORKING CONDITIONS AND PHYSICAL ENVIRONMENT:
- Extensive use of computers and telephone.
- Long periods of sitting, good lighting, temperature and noise control.
- Use and operation of a vehicle.
- Normal working day consists of 7.5 hours. however occasional overtime may be required.
HEALTH & SAFETY:
- All personnel working at the Municipal District of Greenview are governed by the Municipal District Health & Safety Policy.
- Ensures all operations are conducted in a safe manner and in accordance with Municipal District Policies and Occupational Health & Safety Regulations.
- Ensure proper ergonomic requirements are met and good ergonomic procedures are practiced.
