Summary

The Senior Engineering Technologist will focus on offering technical guidance for Public Works projects to ensure they meet Municipal and Provincial standards. Key responsibilities include reviewing development proposals, evaluating technical documents, and preparing and presenting reports for Council. The Senior Engineering Technologist will support construction projects through inspections, managing road and utility applications and researching infrastructure trends to recommend policy improvements. Additionally, the position supervises staff, participates in departmental activities, and suggests process improvements to enhance Municipal infrastructure.

Key Responsibilities

Provide technical advice and recommendations related to Public Works development proposals, agreements, and planning issues. Ensure adherence to the County’s design and construction standards, and best construction practices from a municipal infrastructure perspective.
Review and coordinate all aspects of development proposals, including third-party reviews if water systems, wastewater systems, stormwater systems, and transportation systems. Ensure compliance with the Country’s servicing standards, provincial regulations, and accepted engineering practices.
Evaluate and comment on supporting documents such as traffic impact assessments, geotechnical reports, noise attenuation models, servicing design briefs, and engineering design drawings.
Prepare and present reports to Council or County clients and respond to inquiries. Maintain detailed project reports for current and past developments.
Support the Director of Public Works and consultants in overseeing construction and capital projects. Perform construction inspections and prepare necessary reports, including Construction Completion Certificates and Final Acceptance Certificates.
Administer road approach applications and development activities, reviewing approach and road crossing agreements, and ensuring compliance with Municipal Right of Ways.
Coordinate road bans and transportation permitting, liaising with vehicle permitting agencies regarding road conditions and vehicle routing.
Review and approve utility applications to ensure compliance with the Shallow and Underground Utility policy.
Research and report on infrastructure trends and emerging technology, recommending improvements in municipal standards and policies.
Participate in Public Works meetings and safety training, actively contributing to Municipal department activities and safety protocols.
Monitor and improve Municipal infrastructure performance, recommending process, improvements and efficiency.
Provide additional technical assistance as needed, reduce overlap, and enhance clarity in the role.
Provide supervision to the Engineering Technologist and Bridge Inspector, providing direction and technical support to ensure their work aligns with Municipal standards and project requirements. Oversee the performance, coordinate tasks, prioritize projects to meet deadlines.

Requirements

Preference for a Civil Engineering Technologist diploma or equivalent from a recognized institution.
Minimum 7 years of progressive experience in Municipal Engineering, road and utility construction, and road construction standards.
Valid class 5 Alberta Driver’s license required.
Ability to be registered with the Alberta Society of Engineering Technologists (ASET) as a C.E.T. or equivalent is an asset.
Understanding of municipal servicing standards, the Manual of Unified Traffic Control Devices Canada (MUTCD) as it relates to County rights-of-way, and the transportation Association of Canada (TAC) design guidelines for County rights-of-way.
