The Government of Alberta’s Provincial Priorities Act (Bill 18) is now in effect as of April 1, 2025.
The Government of Alberta’s Provincial Priorities Act (PPA) officially came into effect on April 1, 2025. This legislation establishes a new framework for municipalities and designated municipal entities when entering, altering, or renewing agreements with the federal government. The legislation is implemented through the Provincial Priorities Regulation (PPR), which outlines the necessary approval process for fulfilling requirements before a provincial entity can enter into agreements with the federal government, along with specifying any exceptions.
Moving forward, agreements over $100,000 require ministerial approval and agreements over $5 million require approval by Executive Council. All agreements, regardless of value, must be submitted to Alberta Municipal Affairs along with a completed intake form. This applies to new agreements, renewals, and amendments. Even agreements that qualify for exemption under the Act must still be submitted for the exemption to be valid. To submit agreements, municipalities and designated municipal entities are required to email copies of municipal sector agreements with the federal government along with a completed Provincial Priorities Act Agreement Intake Form to ma.provincialprioritiesact@gov.ab.ca.
