Preamble:

WHEREAS the AAMDC membership passed the Executive Review Committee Report at the 2005 Fall Convention; AND WHEREAS the report included the section regarding the forming of Issue Management Committee; AND WHEREAS the Committee structure was to be comprised of three committees: an urban adjacent, population over 5000, and population under 5000; AND WHEREAS the Issue Management Committee structure will create division amongst the membership;

Operative Clause:

THEREFORE BE IT RESOLVED that the AAMDC not implement the Issue Management Committee Structure section of the report.

Member Background:

The AAMDC Executive Review Committee recommended 11 changes to the AAMDC’s executive organization. The report was presented at the 2005 Fall Convention and was narrowly accepted by the general assembly. To date the Board has not implemented the Issue Management Committee structure.The M.D. believes the Issue Management Committee structure will be a deterrent to the association. As rural municipalities, we all have common goals and issues. By dividing our membership based on population, we believe such a division will create animosity and dissension amongst the membership. We as municipalities believe more can be accomplished by accentuating our common goals and objectives.

RMA Background:

A presentation will be held at the Spring 2006 Convention on the development of an implementation strategy that addresses the recommendations outlined in the adopted Executive Review Committee Report.

Development:

The Issue Management Committees as outlined in the Executive Review Committee Report were not implemented.
