Preamble:

WHEREAS the Government of Alberta promotes open and transparent processes; and WHEREAS the Government of Alberta has initiated a number of consultative processes, including the Capital Region Integrated Growth Management Plan; and WHEREAS the Capital Region Integrated Growth Management Plan has not followed an open and transparent consultative process. In particular, and given the nature and importance of the issue, the process has not: – Allowed sufficient time for consultation with stakeholders – Provided timely full disclosure of all relevant information WHEREAS processes that are open and transparent typically result in more sustainable solutions;

Operative Clause:

THEREFORE BE IT RESOLVED that the Alberta Association of Municipal Districts and Counties fully supports consultative processes that are open and transparent and give the time necessary to address the issue and provide all impacted parties with a legitimate opportunity to participate; FURTHER BE IT RESOLVED that the Alberta Association of Municipal Districts and Counties request the Government of Alberta ensure the Capital Region Integrated Growth Management Plan or similar plans comply with these principles.

Member Background:

Extensive research indicates decisions arrived at through collaborative and cooperative approaches are sustainable, generate stakeholder buy-in and have a greater chance of success. Conversely, consultative models that do not provide for full disclosure, adequate time for consideration of issues or fair and equitable opportunity for all to participate are not sustainable.

Development:

A consultation period was held with municipalities and recommendations to the report, Working Together – Report and Recommendations of the Capital Region Integrated Growth Management Plan Project Team were adjusted. The recent work with the Capital Region Board will continue to be monitored as it relates to any similar future endeavours to ensure the intent of this resolution is addressed.
