Preamble:

WHEREAS the Canadian Council of Ministers of the Environment established in 1988 a voluntary goal for municipalities to divert 50% of waste from sanitary landfills by the year 2000;AND WHEREAS numerous Alberta municipalities have committed to achieve such a goal; AND WHEREAS minimization/recycling efforts to date have achieved approximately 25% reduction in waste to landfill;AND WHEREAS the Government of Alberta, through its Action on Waste Department, provides valuable resources and plays a vital leadership role in waste diversion activities across the province;AND WHEREAS the provincial Resource Recovery Grant Program has provided financial support and incentive for these waste diversion activities in the province;AND WHEREAS additional efforts and resources are necessary to further reduce waste to landfills;

Operative Clause:

THEREFORE BE IT RESOLVED that the Alberta Association of Municipal Districts and Counties support the dedication of increased funding for the Provinces Action on Waste Department and for the provincial Resource Recovery Grant Program.

Member Background:

In 1988, the Canadian Council of Ministers of the Environment (CCME) established a voluntary goal for municipalities to divert 50% of waste from sanitary landfills by the year 2000.The Province of Albertas Action on Waste Department has been supporting municipal initiatives to this end since this time. The Resource Recovery Grant Funding Program was also established to provide financial assistance for related initiatives and programs. However, over the past number of years, resources and funding have been reduced in this area.
