Alberta Environment and Protected Areas (EPA) is seeking municipal input on updates to the Code of Practice for Pits (COPP). According to EPA, updates to the COPP will focus on implementing Bill 28 changes related to paramountcy of provincial approvals on aggregate pit applications, as well as recommendations from the recent provincial Sand and Gravel Task Force. On July 17, RMA circulated by email to mayors, reeves and CAOs a member resource to support participation.
EPA’s scope of engagement with municipalities on updates to the COPP is intended to:
- Collect feedback on potential new environmental conditions or requirements for the COPP to increase consistency, fairness and environmental performance
- Collect feedback on additional steps or factors for the referral process with respect to the review of a registration to ensure that registrations are not approved in areas inappropriate for sand and gravel development.
About 39 members attended the kick-off session hosted by EPA on July 21, 2026. The next two sessions will take place in the week of August 10 and 24, with any final feedback, written or verbal, due by September 9, 2026.
