Following consultations throughout 2024, the Alberta Utilities Commission (AUC) released a draft blackline version of Rule 007: Facility Applications on March 24, 2025 and invited written feedback from interested parties and stakeholders.
Earlier in May, RMA released a Member Guide to support members’ development of their own written feedback to the Rule 007 Blackline, emphasizing key themes and common rural concerns on the siting, application, approval, and reclamation process for renewable energy projects. For more information related to the Member Guide and participation in the AUC’s Rule 007 Blackline engagement, see RMA’s recent Bulletin.
Since releasing the Member Guide, RMA has drafted a written submission to the Rule 007 Blackline and has submitted it to the AUC for consideration. Like all responses, the written submission will be posted on the AUC’s Rule 007 Engage page, and will also be available on the RMA website. The submission is focused on the same priority policy areas RMA identified in the Member Guide as crucial to ensuring renewable energy industry growth, being:
- Municipalities’ role in the approval process and project alignment with municipal plans
- Agricultural land impacts
- Reclamation requirements
- Visual impact assessments and viewscapes
RMA will provide members with more information when next steps on further engagement or implementation are known.
